THE STATES commenced consideration of Article 92 and rejected an amendment of the Corporate Services Scrutiny Panel that, in Article 92(1) for the word"neglect" there be substituted the words "gross negligence".

THE STATES in accordance with the provisions of Standing Order 69(4) agreed to allow the Corporate Services Scrutiny Panel to withdraw its amendment to Article 93.

THE STATES commenced consideration of Article 94 and rejected an amendment of Deputy Alan Breckon of St. Saviour that for Article 94(2) there be substituted the following new paragraph –

"(2) Those Regulations may –

  1. r equire that advertisements, labels, receipts, or other things, that are or include expressions or indications of retail prices for goods or services supplied shall make separate mention of, and prominently display, the amount of the price that consists of GST; and
  2. s pecify the circumstances in which advertisements, labels, receipts, or other things, that are or include expressions or indications of retail prices for goods or services supplied shall specify the amount of the price that consists of GST –
  1. on each item, or
  2. on  the cumulative value of all the goods or services supplied at the same time to a person.".

THE STATES in accordance with the provisions of Standing Order 69(4) agreed to allow Deputy Alan Breckon  of  St. Saviour  to  withdraw  amendment  to  Articles  31  and  32  and  Schedule 4,  these  being consequential to his amendment to Article 94 which had already been rejected by the Assembly.

THE STATES, in pursuance of Articles 14 and 21 of the Housing (Jersey) Law 1949, made Regulations entitled the Housing (General Provisions) (Amendment No. 25) (Jersey) Regulations 2007.

Draft Customs and Excise (Amendment No. 4) (Jersey) Law 200- P .32/2007

THE  STATES,  having  commenced  consideration  of  the  principles  of  the  Draft  Customs  and  Excise (Amendment No. 4) (Jersey) Law 200- and, after discussion, agreed, in accordance with the provisions of Standing Order 69(4), to allow the Minister for Home Affairs to withdraw the proposition.

Annual Business Plan 2007: Property Plan P.34/2007

THE STATES commenced consideration of the Annual Business Plan 2007: Property Plan and rejected an amendment of Deputy Alan Breckon of St. Saviour that at the end of the proposition, after the words "as detailed in Appendix A" there should be inserted the words "except that the Samarès School Houses 1 and 2 (PBA 97/2&3) on page 16 shall be removed from the lis"t.

THE STATES resumed consideration of the Annual Business Plan 2007: Property Plan, as amended.

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(a), Deputy Peter Nicholas Troy of St. Brelade and Deputy Patrick John Denis Ryan of St. Helier had declared an interest and had withdrawn from the Chamber during consideration of the Annual Business Plan 2007: Property Plan.

In accordance with the provisions of Standing Order 106(1)(c), Senator Paul Francis Routier and Deputy John Alexander Nicholas Le Fondré of St. Lawrence had declared an interest but had remained in the Chamber for the duration of the debate.
