THE STATES rejected a proposition by Deputy Jacqueline Jeannette Huet of St. Helier, made in accordance with Standing Order 53(3), that the reason for the absence of the Deputy of Grouville was such that she should be excused attendance.

Service at Gouray Church

The Deputy Bailiff , on behalf of all members, thanked the Dean, the Very Reverend Robert Key and Canon Dr. Peter Williams for arranging the service of remembrance, which had taken place at Gouray Church the previous evening, for the alleged victims of abuse at the Haut de la Garenne children's home.

Waterfront Skateboard and Youth and Community Centre P.8/2008

THE STATES, having resumed consideration of a proposition of Deputy John Benjamin Fox of St. Helier concerning  the  provision  of  a Waterfront  Skateboard  and  Youth  and  Community  Centre,  rejected  a proposition of the Deputy of St. Martin to refer the matter back for further information, in accordance with Standing Order 83(1).

THE STATES, adopting the proposition of Deputy John Benjamin Fox of St. Helier, agreedto request that the Council of Ministers –

(a ) take  all necessary steps, in conjunction with the Waterfront Enterprise Board if necessary, (and

if appropriate the proposed Jersey Enterprise Board Limited) to ensure that a skateboard park was established on the old TNT warehouse site on the New North Quay by a target date of December 2008;

(b ) ta ke al  l necessary steps, in conjunction with the Waterfront Enterprise Board if necessary, (and

if appropriate the proposed Jersey Enterprise Board Limited) to ensure that a Youth and Community Centre was established on part of the area on top of the Waterfront multi-storey car park by a target date of 2011.

Goods and Services Tax: restriction on amendment of 3% rate P.19/2008

THE STATES rejected a proposition of Deputy Geoffrey Peter Southern of St. Helierto –

(a ) am end the restriction in Article 8(4) of the Goods and Services Tax (Jersey) Law 2007 that

prevented the Regulation-making power in Article 8(1) being used for 3 years after the introduction of the 3% GST rate, to allow for the rate to be reduced below 3% within the 3 year period; and

(b ) requ est the Minister for Treasury and Resources to bring forward for approval the necessary

amendment to Article 8(4) of the Law to give effect to the proposal.
