Draft Annual Business Plan 2010 P.117/2009

THE STATES commenced consideration of paragraph (2) of a proposition of the Chief Minister concerning the Draft Annual Business Plan 2010 and, adopting an amendment of Senator Sarah Craig Ferguson, agreed that in paragraph (a)(i) after the words "report pages 11 to 13", there should be inserted the words –

"except that in Objective 2 on page 11, after success criterion (v) there shall be inserted a new success criterion as follows –

vi) Departmental suggestion schemes introduced in all Departments during 2010 at the

initiative of the Chief Minister's Department with monetary awards for staff putting forward valid suggestions which genuinely improve efficiency, productivity or value for money.'

and the subsequent success criteria renumbered accordingly".

THE STATES rejected an amendment of the Deputy of St. Mary that in paragraph (a)(i) of the Draft Annual Business Plan 2010, after the words "report pages 11 to 13", there should be inserted the words –

"except that in Objective 5 on page 13, after success criterion (i) there shall be inserted a new success criterion as follows –

(ii) Quality and availability of advice on the impacts of climate change and peak oil on all

States policies and programmes'

and the subsequent success criteria renumbered accordingly".

Following the rejection of the above amendment to paragraph (a)(v) of the Draft Annual Business Plan 2010, the Bailiff informed the Assembly that paragraph 5 of the consequential amendment of the Education and Home Affairs Scrutiny Panel to paragraph (b) was deemed to have been withdrawn.

THE STATES, adopting an amendment of the Deputy of St. Mary , agreed that in paragraph (a)(ix) of the Draft Annual Business Plan 2010, after the words "report pages 33 to 34;" there should be inserted the words –

"except that in Objective 1 on page 33, in success criterion (iv) there shall be deleted the following words –

subject to the approval of Environmental Taxes by the States' ".

THE STATES, adopting a proposition of the Chief Minister, agreed, in accordance with Article 11(5) of the Public Finances (Jersey) Law 2005 to consider his amendment to paragraph 2 of the amendment of Senator Sarah Craig Ferguson at the present meeting.

THE STATES, commenced consideration of an amendment of Senator Sarah Craig Ferguson that in paragraph (a)(x) of the Draft Annual Business Plan 2010, after the words "report pages 35 to 38", there should be inserted the words –

"except that after Objective 6 on page 36 there shall be inserted a new Objective 7 as follows –

Objective 7: Transparency and Accountability in relation to grants

Success criteria:

  1. All organisations receiving grants from the States submit their accounts to be published as a report to the States; subject to a de minimis limit, namely that accounts are only be published for organisations receiving a grant of £5,000 or more or where the grant represents more than 50% of the total income of the organisation.
  2. A full list of all grants, including amounts, made by Amd.(4) Para 2 each Department is included as an Appendix to the Annual Accounts of the States and listed by Department with no de minimis level for this listing."

THE  STATES  noted  that,  in  accordance  with  the  provisions  of  Standing  Order  106(1)(a),   Deputy Michael Roderick Higgins of St. Helier declared an interest and withdrew from the Chamber for the duration of the debate on paragraph 2 of the amendment of Senator Sarah Craig Ferguson and the amendment to that amendment by the Chief Minister.

In accordance with Standing Order 106(1)(b) Senator Paul Francis Routier declared an interest but remained in the Chamber for the duration of the debate.

Change of presidency

The Bailiff retired from the Chamber during consideration of the debate on paragraph 2 of the amendment of Senator Sarah Craig Ferguson to paragraph (a)(x) of the Draft Annual Business Plan 2010 and the amendment to that amendment by the Chief Minister and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, Greffier of the States.

THE STATES adjourned, having agreed to reconvene on Wednesday 23rd September 2009 to continue consideration of the Draft Annual Business Plan 2010.
