States net revenue expenditure 2011 and 2012: reduction P.29/2010

THE STATES resumed consideration of a proposition of the Public Accounts Committee which referred to their Act dated 5th October 2009 in which they approved the Annual Business Plan 2010 and, inter alia, approved the indicative total Net Revenue Expenditure for the States funded bodies, as set out in Part Three of the report Summary Table C as amended for the period 2011 to 2014, and requested the Chief Minister to present Annual Business Plans to the States within these indicative total amounts; and requested the Chief Minister to prepare and lodge for approval draft Annual Business Plans limiting total net revenue expenditure for the States funded bodies, calculated on the basis shown in the financial forecasts, (namely after the Net Revenue Expenditure Allocation has been adjusted for the Repayment of Capital Debt), to a sum not exceeding –

  1. £580.45 million in respect of 2011; and
  2. £551.43 million in respect of 2012.

THE STATES, following discussion, acceded to a request of the Public Accounts Committee that the proposition entitled States net revenue expenditure 2011 and 2012: reduction' (P.29/2010) be withdrawn.

Terrorist Asset-Freezing (Temporary Provisions) Act 2010: extension of Sections 1 and 3 to Jersey P.38/2010

THE STATES, adopting a proposition of the Chief Minister, signified, pursuant to Article 31 of the States of Jersey Law 2005, that they agreed that Sections 1 and 3 of the Terrorist Asset-Freezing (Temporary Provisions) Act 2010 should extend to Jersey, so far as they related to the Terrorism (United Nations Measures) (Channel Islands) Order 2001 (S.I. 2001/3363), so as to be law in Jersey, as summarised in the report of the Chief Minister dated 19th March 2010.

Reciprocal Health Agreement with the United Kingdom: negotiations P.39/2010

THE STATES, adopting a proposition of Senator Alan Breckon, agreed to request the Chief Minister, in conjunction with the Minister for Health and Social Services and other Ministers as appropriate, to take the necessary steps to open negotiations with Her Majesty's Government with a view to putting in place a  new  Reciprocal  Health  Agreement  between  Jersey  and  the United Kingdom on terms that were acceptable to both governments.

Millennium Town Park: commencement in 2010 P.42/2010

THE STATES commenced consideration of a proposition of the Connétable of St. Helier concerning the commencement of the Millennium Town Park in 2011 and an amendment of the Council of Ministers that in paragraph (b), for the words "in their entirety and no part of the site should be developed for housing or other uses" there should be substituted the words "subject to the outcome of the debate on the North of Town Masterplan".

The Deputy of St. John , in accordance with the provisions of Standing Order 106(b), declared an interest not being of a direct financial nature, but remained in the Chamber for the duration of the debate.

Changes in Presidency

Mrs. Anne Helen Harris , Deputy Greffier of the States retired from the Chair during consideration of the proposition of the Connétable of St. Helier concerning the development of the Millennium Town Park (P.42/2010 lodged au Greffe' on 6th April 2010) and the meeting continued under the Presidency of the Deputy Bailiff . The Deputy Bailiff then retired from the Chair and the meeting continued under the Presidency of the Bailiff .
