Tribute to the late Mr. John Ellis, former member of the States

The Bailiff paid tribute to the late Mr. John Ellis, former Senator. The States observed one minute's silence as a mark of respect.

Jersey Disaster Appeal – Haiti

The Bailiff , on behalf of all members, expressed support to the people of Haiti following the recent earthquake and advised the Assembly of the launch of the Jersey Disaster Appeal to raise funds to help the Haitian people.

Service of Dedication – thanks

The   Bailiff ,  on  behalf  of  all  members,  thanked  the  Dean  of  Jersey  and  all  those  involved  in  the organisation of the Service of Dedication which had been held at the St. Helier Parish Church prior to the meeting, particularly the young choristers.

THE STATES in pursuance of Article 3 of the Gambling (Jersey) Law 1964, made Regulations entitled the Gambling (2010 Fees) (Jersey) Regulations 2010.

Arrangement of public business for the present meeting

THE STATES noted that the Deputy of St. Mary had informed the Greffier, in accordance with Standing Order 30(2), that his proposition entitled Waterfront Planning Application: Zephyrus Scheme' (P.1/2010 (re-issue) lodged "au Greffe" on 6th January 2010) would be deferred from the present meeting to 2nd February 2010.

Plémont Holiday Village: acquisition by the Public P.144/2009

THE STATES commenced consideration of a proposition of the Connétable of St. Ouen to –

  1. approve, subject to the availability of the necessary funds voted by the Assembly, the acquisition by the Public of the site known as the Plémont Holiday Village site as identified on drawing number 1505/06/101 (as attached at the Appendix);
  2. agree that the Minister for Planning and Environment should be empowered, in exercise of the powers conferred by Article 119 of the Planning and Building (Jersey) Law 2002, to acquire the land and any interest therein by compulsory purchase on behalf of the Public in accordance with the provisions of the Compulsory Purchase of Land (Procedure) (Jersey) Law 1961;
  1. authorise the Attorney General and the Greffier of the States on behalf of the Public to pass any contracts which might be found necessary to pass in connection with the acquisition.

The Connétable s of Trinity , St. John , St. Saviour and St. Mary , the Deputy of St. Peter , Deputies Paul Vincent Francis Le Claire of St. Helier , Sean Seamus Patrick Augustine Power of St. Brelade and Jeremy Martin Maçon of St. Saviour , in accordance with the provisions of Standing Order 106(b), declared an interest in this matter in view of their responsibilities as members of the Planning Applications Panel and withdrew from the Chamber for the duration of the debate.

Senator Frederick Ellyer Cohen, in accordance with the provisions of Standing Order 106(b), declared an interest in this matter in view of his responsibility as Minister for Planning and Environment, and withdrew from the Chamber for the duration of the debate.

Jamie McCormick - condolences

The Connetable of St. Ouen , on behalf of all Members, extended sympathy to the family of Mr. Jamie McCormick whose death in Colombia had recently been announced. Mr. McCormick had represented Jersey at the Parlement des Jeune s in 2008 in Libreville, Gabon.
