THE STATES noted the resignation of Deputy Montfort Tadier of St. Brelade from the Privileges and Procedures Committee.

In accordance with Standing Order 122(2) the Chairman of the Privileges and Procedures Committee invited nominations of elected members who were neither Ministers or Assistant Ministers as candidates for the vacant position and advised that the matter would be considered by the Assembly at the meeting of 11th May 2010.

"Will the Minister inform Members whether he broke a confidentiality clause by claiming on the BBC Talkback programme that the Wiltshire Police had identified what the Minister claimed to be a scandal' involving a senior ACPO officer, and if so, why; would he further state what the conflict of interest was and with whom the person involved agreed to intentionally omit certain matters in ACPO reports? Has the Minister made an official complaint to ACPO?"

THE STATES commenced consideration of a request of Deputy Geoffrey Peter Southern of St. Helier , in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of his proposition concerning the proposal by the Jersey Competition Regulatory Authority (JCRA) to grant a Postal  Operator's  licence  (P.44/2010)  which,  in  his  opinion,  was  a  matter  of  such  urgency  and importance that it would be prejudicial to Jersey to delay its debate. Following an agreement by the Minister for Economic Development to request the JCRA to extend the period of consultation over the granting of postal licences to Citipost and HubEurope, Deputy Geoffrey Peter Southern withdrew his request and the matter was maintained for debate on 11th May 2010.

Importation of Waste: approval by the States Assembly P.17/2010

THE STATES commenced consideration of a proposition of the Environment Scrutiny Panel concerning the importation of waste and, adopting an amendment of the Minister for Transport and Technical Services,  agreed  that  after  the  words  shall  not  proceed'  the  words  and  that  no  discussions  or negotiations on this matter shall take place' should be removed.
