Natural Gas Pipeline: strategic study P.157/2009
THE STATES rejected a proposition of Deputy Paul Vincent Francis Le Claire of St. Helier requesting the Council of Ministers –
- to commission a strategic study into the full benefits of providing Jersey with a natural gas pipeline; and
- to report back to the States with findings and recommendations as soon as practicable but no later than 12 months following the date of approval of this proposition.

THE STATES, adopting a proposition of Deputy Ian Joseph Gorst of St. Clement , agreed to appoint, in accordance with clause 7.4 of the Constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005, Mr. Peter Le Seelleur as a Non- States Commissioner for a further period of 3 years.

THE STATES commenced consideration of a proposition of Deputy Paul Vincent Francis Le Claire of St. Helier requesting the Chief Minister to bring forward for approval the necessary Regulations under the States of Jersey Law 2005 to allow for the division of the ministerial office of Planning and Environment into 2 ministerial offices to be known as the Minister for Planning and the Minister for the Environment.

THE STATES commenced consideration of a proposition of the Minister for Economic Development concerning the appointment of a Commissioner to the Jersey Financial Services Commission.

THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and agreed, in pursuance of Article 3 of the Financial Services Commission (Jersey) Law 1998 to appoint Mr. John Richard Harris as a Commissioner of the Jersey Financial Services Commission with effect from 1st March 2010 to 28th February 2013.

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(a), Senator Ben Edward Shenton, the Connétable of St. Ouen and the Deputy of St. John declared an interest and withdrew from the Chamber for the duration of the debate. Deputies Ian Joseph Gorst of St. Clement and Edward James Noel of St. Lawrence , in accordance with the provisions of Standing Order 106(1)(b), declared an interest not being of a direct financial nature and remained in the Chamber.
