Expenditure Proposals for 2012 and 2013 and Draft Budget Statement 2011 P.157/2010
THE STATES resumed consideration of the Expenditure Proposals for 2012 and 2013 and Draft Budget Statement 2011 (P.157/2010), and agreed, in accordance with the provisions of Article 20(3) of the Public Finances (Jersey) Law 2005, that the following amendment in the name of the Minister for Treasury and Resources to the amendment of Deputy Andrew Kenneth Francis Green of St. Helier could be debated at the present meeting –
"For the words "the estimate of total taxation revenue in 2011 shall be decreased by £4.8 million by introducing" there should be substituted the words "the rate of Goods and Services Tax shall be increased to 6% from 1st June 2011 and not to 5% as proposed in the draft Budget Statement with the introduction of".

THE STATES commenced consideration of an amendment of Deputy Andrew Kenneth Francis Green of St. Helier that in paragraph (b) of the Expenditure Proposals for 2012 and 2013 and Draft Budget Statement 2011 (P.157/2010), after the words "as set out in the Budget Statement" there should be inserted the words –
"except that the estimate of total taxation revenue in 2011 shall be decreased by £4.8 million by introducing exemptions or zero-rating for Goods and Services Tax from 1st June 2011 for the following items –
- foodstuffs in line with United Kingdom Value Added Tax arrangements; and
- domestic energy;",
and the element of the Food Costs (Offset of Average GST) Bonus and of Income Support relating to the items being exempted or zero-rated adjusted accordingly.
THE STATES rejected an amendment of Senator Sarah Craig Ferguson to the amendment of Deputy Andrew Kenneth Francis Green to paragraph (b) of the Expenditure Proposals for 2012 and 2013 and Draft Budget Statement 2011 (P.157/2010), that after the words "Food Costs (Offset of Average GST) Bonus" there should be inserted the words ", of income tax".
