Annual Business Plan 2012 P.123/2011

THE  STATES  resumed  consideration  of  paragraph (a)  of  the  Draft  Annual  Business  Plan  2012 (P.123/2011) and rejected an amendment of Deputy Geoffrey Peter Southern of St. Helier that after the words "withdrawn from the consolidated fund in 2012" there should be inserted the words –

"except that total net revenue expenditure should be increased by £7,000,000 by reinstating this amount in Central Pay Provision in respect of staff terms and conditions and the net revenue  expenditure  of  the  Treasury  and  Resources  Department  (Provision  for Restructuring Costs) reduced by an equivalent sum in 2012."

In accordance with Standing Order 106(1)(b), Senator Alan Breckon and the Deputy of St. John declared an interest and withdrew from the Chamber, whilst Deputies Robert Charles Duhamel of St. Saviour , John Benjamin Fox of St. Helier and Ian Joseph Gorst of St. Clement declared an interest but remained in the Chamber for the duration of the debate.

THE STATES, adopting paragraph (a) of the Draft Annual Business Plan 2012, as amended, approved the summary set out in Summary Table A, page 69, being the gross revenue expenditure of each States funded body, including depreciation, a proposed transfer from the Health Insurance Fund of £6,131,000, and the additional provisions of net revenue expenditure for central reserves of £12,485,000 and restructuring costs of £10,000,000 as part of the total net revenue expenditure of the Treasury and Resources Department and, having taken into account any income due to each of the States funded bodies, the total net revenue expenditure of £655,920,000, to be withdrawn from the consolidated fund in 2012; except that the net revenue expenditure of the Chief Minister's Department should be increased by £18,400,100 (£10,194,500 in respect of the Information Services Department, £4,395,500 in respect of  the  Human  Resources  Department  and  £3,810,100  in  respect  of  the  PECRS  pre-1987  debt)  by transferring responsibility for the Information Services and Human Resources Departments back to the Chief Minister's Department on a permanent basis, and the total net revenue of the Treasury and Resources Department should be reduced by £18,400,100; except that the net revenue expenditure of the Education, Sport and Culture Department should be reduced by £15,000 and the net revenue expenditure of the Home Affairs Department should be increased by £15,000 to reflect a transfer of funding in this amount to the Building a Safer Society service area in the Home Affairs Department for 2012, with any increase above this figure compensated by appropriate measures within the Draft Budget 2012 to enable the Minister for Treasury and Resources to present a draft Budget which forecast a return to balanced budgets by 2013 as set out in Figure 4.6.

THE STATES commenced consideration of paragraph (c) of the Draft Annual Business Plan 2012 and, adopting an amendment of the Minister for Treasury and Resources, agreed that after the words "to be withdrawn from the consolidated fund" there should be inserted the words –

"except that the amount in Table C for Clinique Pinel Refurbishment in 2012 be increased from £1,100,000 to £2,868,000 with an increase in the amount to be withdrawn from the consolidated fund from £35,814,000 to £37,582,000".

Changes in Presidency

The   Bailiff  retired  from  the  Chamber  during  consideration  of  the  amendment  of  the  Minister  for Treasury and Resources to paragraph (c) of the Draft Annual Business Plan 2012 and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, Greffier of the States.

THE STATES, having resumed consideration of paragraph (c) of the Draft Annual Business Plan 2012, as amended, approved each of the capital projects in the recommended programme of capital projects for each States funded body for 2012, as set out in Summary Table C, page 71, that required £35,814,000 to be  withdrawn  from  the  consolidated  fund;  except  that  the  amount  in  Table C  for  Clinique  Pinel Refurbishment in 2012 should be increased from £1,100,000 to £2,868,000 with an increase in the amount to be withdrawn from the consolidated fund from £35,814,000 to £37,582,000.

THE STATES, adopting paragraph (d) of the Draft Annual Business Plan 2012, approved each of the capital projects in the recommended programme of capital for each States trading operation, as set out in Summary Table D, page 72 that required funds be drawn from the trading funds in 2012.

THE STATES commenced consideration of paragraph (e) of the Draft Annual Business Plan 2012 and an amendment of Deputy Geoffrey Peter Southern of St. Helier to paragraph (e) that after the words "for 2013 and 2014" there should be inserted the words –

"except that the indicative total of net revenue expenditure should be increased in 2013 by £60,000 in order to provide a grant in this amount to the Prison! Me! No Way!' initiative.".

THE STATES acceded to a request of Deputy Geoffrey Peter Southern of St. Helier that his amendment to paragraph (e) of the Draft Annual Business Plan 2012 be withdrawn.
