THE STATES resumed consideration of a proposition of the Minister for Planning and Environment concerning the approval of the Island Plan 2011 (P.48/2011) and an amendment of Senator James Leslie Perchard (Amendment (4)) that after the words "the revised draft Island Plan 2011" there should be inserted the words –
"except that –
- there be added to the list of sites to be zoned for Category A housing at Policy H1: Category A housing sites (on page 246):
4. Longueville Nurseries, New York Lane, St. Saviour (2.1 acres/4.75 vergées).';
- the revised draft Island Plan 2011 be further amended in such respects as may be necessary consequent upon the adoption of (a);
- the Proposals Map be amended to reflect the adoption of (a)."

"To assist with and contribute to the provision of affordable homes, especially over the first five years of the Plan period, the following States-owned sites, and others which may emerge during the Plan period, will also be developed to provide, in part or in whole, at least 150 affordable homes:
- Le Coin, Ann Street;
- former Jersey College for Girls site, Rouge Bouillon;
- South Hill States Offices;
- former D'Hautrée School site, St Saviour's Hill; and
- Ambulance HQ, Rouge Bouillon."
With the following words –
"To assist with and contribute to the provision of affordable homes, especially over the first five years of the Plan period, States-owned sites will also be developed, in whole or in part, to provide, at least, 150 affordable homes. Following the rejection of paragraphs (a)(i) and (a)(ii), the Bailiff informed the Assembly that the remaining paragraphs of the amendment of the Connétable of St. Peter (Amendment (29)) were deemed to have been withdrawn.

Draft Food Costs Bonus (Jersey) Regulations 201- P.65/2011
THE STATES commenced consideration of the Draft Food Costs Bonus (Jersey) Regulations 201- and adopted the principles.
THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 to 9 and the Schedule, as amended by the Minister for Social Security.
