THE STATES resumed consideration of a proposition of the Minister for Planning and Environment concerning the approval of the Island Plan 2011 (P.48/2011) and an amendment of Senator James Leslie Perchard (Amendment (4)) that after the words "the revised draft Island Plan 2011" there should be inserted the words –

"except that –

  1. there be added to the list of sites to be zoned for Category A housing at Policy H1: Category A housing sites (on page 246):

4.  Longueville Nurseries, New York Lane, St. Saviour (2.1 acres/4.75 vergées).';

  1. the revised draft Island Plan 2011 be further amended in such respects as may be necessary consequent upon the adoption of (a);
  2. the Proposals Map be amended to reflect the adoption of (a)."

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(a), Senator Philip Francis Cyril Ozouf and Deputy John Alexander Nicholas Le Fondré of St. Lawrence had declared an interest and withdrew from the Chamber for the duration of the debate on the above amendment of Senator James Leslie Perchard (Amendment (4)).

THE STATES commenced consideration of an amendment of the Minister for Education, Sport and Culture (Amendment (15)) and rejected an amendment of Deputy Kevin Charles Lewis of St. Saviour (Amendment (15) Amendment) that in Policy H1: Category A housing sites there should be deleted the words "former D'Hautrée School site, St. Saviour 's Hill; and.".

THE STATES, adopting an amendment of the Minister for Education, Sport and Culture (Amendment (15)), agreed that after the words "the revised draft Island Plan 2011" there should be inserted the words –

"except that in Policy H1: Category A housing sites (on pages 246–247) replace the words –

"To assist with and contribute to the provision of affordable homes, especially over the first five years of the Plan period, the following States-owned sites, and others which may emerge during the Plan period, will also be developed to provide, in part or in whole, at least 150 affordable homes:

  • Le Coin, Ann Street;
  • former Jersey College for Girls site, Rouge Bouillon;
  • South Hill States Offices;
  • former D'Hautrée School site, St Saviour's Hill; and
  • Ambulance HQ, Rouge Bouillon."

With the following words –

"To assist with and contribute to the provision of affordable homes, especially over the first five years of the Plan period, States-owned sites will also be developed, in whole or in part, to provide, at least, 150 affordable homes. This includes the following sites, which are already identified for disposal:

  • Le Coin, Ann Street;
  • former Jersey College for Girls site, Rouge Bouillon;
  • South Hill States Offices;

But may also involve others, should they be deemed to be surplus to requirements during the Plan period, including:

Following the rejection of paragraphs (a)(i) and (a)(ii), the Bailiff informed the Assembly that the remaining paragraphs of the amendment of the Connétable of St. Peter (Amendment (29)) were deemed to have been withdrawn.

The Deputy of St. John , in accordance with the provisions of Standing Order 106(b), declared an interest not being of a direct financial nature.

Draft Food Costs Bonus (Jersey) Regulations 201- P.65/2011

THE STATES commenced consideration of the Draft Food Costs Bonus (Jersey) Regulations 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 to 9 and the Schedule, as amended by the Minister for Social Security.
