THE STATES noted that the Deputy Bailiff had granted permission, in accordance with Standing Order 75(4), for a clerical error within the draft to be amended, namely that the reference to "Regulation 5".in the opening words of Regulation 4 should be a reference to "Regulation 2".

Standing Orders: time limits on speeches during debates P.1/2011
THE STATES commenced consideration of a proposition of Senator Paul Francis Routier concerning the introduction of time limits on speeches during debates and, adopting paragraphs (a) and (c) of the proposition agreed that the Standing Orders of the States of Jersey should be amended to introduce maximum time limits for speeches made by members during the debate on any proposition and requested the Privileges and Procedures Committee to bring forward for approval the necessary amendments to the Standing Orders of the States to give effect to the proposal.

Composition of the States: implementation of remaining Clothier reforms – referendum P.3/2011
THE STATES commenced consideration of a proposition of Deputy Shona Pitman of St. Helier regarding the holding of a referendum relating to the implementation of the remaining Clothier reforms and, adopting an amendment of Senator Francis Du Heaume Le Gresley, agreed that in paragraph (b) in the first bullet point, the words "who should be a non-States Member" should be deleted.
THE STATES rejected a proposition of Deputy Shona Pitman of St. Helier , as amended, to agree that a referendum in accordance with the Referendum (Jersey) Law 2002 should be held to run in tandem with the 2011 Election Day on the implementation of the following package of 6 key points of reform based on recommendations in the Report of the Review Panel on the Machinery of Government in Jersey, dated December 2000, chaired by Sir Cecil Clothier and that the text of the question should be –
"Do you agree that the States Assembly should be reformed prior to the next Election Day after the 2011 Election Day to incorporate the following points:
- The Bailiff should cease to act as President of the States or to take any political part in the Island's government and the States should elect their own Speaker,
- The office of Senator should be abolished;
- Connétable s should cease to be ex-officio Members of the States;
- All Members of the States to enjoy the same title, Member of the States of Jersey' (MSJ) (as recommended in Clothier) or States Members (SMs) and serve a uniform 4 year term;
- There should be an Assembly of between 42 – 44 Members;
- An independent Electoral Commission to re-assign the 42 – 44 seats between the 12 Parishes.

THE STATES rejected a proposition of the Deputy of Grouville to refer to their Act dated 20th January 2011 in which, subject to the sanction of Her Most Excellent Majesty in Council, they adopted a Law entitled the States of Jersey (Miscellaneous Provisions) Law 201-, and to agree that it was no longer the wish of the Assembly that the Law should receive the sanction of Her Most Excellent Majesty in Council and to charge the Greffier of the States to write to the Clerk of the Council notifying the Clerk that it was the wish of the States of Jersey to withdraw the Law which was transmitted through the official channels under cover of a letter from the Greffier of the States dated 26th January 2011.
