THE STATES commenced consideration of a proposition of the Minister for Economic Development regarding the incorporation of Ports of Jersey (P.70/2012) and, adopting a proposition of Deputy Montfort Tadier of St. Brelade , agreed that, in accordance with Standing Order 83(1)(a) the matter should be referred back to the Minister for Economic Development in order that further information relating to the proposition could be provided to the Assembly.

Protection of Freedoms Act 2012: extension of provisions to Jersey by Order in Council P.71/2012
THE STATES, adopting a proposition of the Chief Minister, signified, pursuant to Article 31(1)(b) of the States of Jersey Law 2005, that they agreed that a request should be made to the Privy Council for the making of an Order in Council that would extend to Jersey, with appropriate modifications and adaptations, the provisions of Part 5, Chapter 2 (and part of Chapter 3), of the Protection of Freedoms Act 2012, together with associated provisions of Schedules 9 and 10 to the said Act, as summarised in the report of the Chief Minister dated 30th July 2012.

Draft Price Indicators (Amendment) (Jersey) Regulations 201- P.72/2012
THE STATES resumed consideration of the Draft Price Indicators (Amendment) (Jersey) Regulations 201- and, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 to 5.
THE STATES, in pursuance of Article 2 of the Price and Charge Indicators (Jersey) Law 2008, made Regulations entitled the Price Indicators (Amendment) (Jersey) Regulations 2012.
Senator Philip Francis Cyril Ozouf , in accordance with the provisions of Standing Order 106(b), declared an interest but remained in the Chamber for the duration of the debate.
Use of Electronic Devices in the States Chamber: trial P.73/2012
THE STATES, adopting a proposition of the Privileges and Procedures Committee, agreed –
- that elected members should be permitted to use hand-held and battery-powered electronic devices, including battery-powered laptops, that were silent in operation in the States Chamber during meetings of the States Assembly for a trial period ending on 31st July 2013, provided that the devices did not disturb other members or impair decorum;
- to request the Privileges and Procedures Committee to monitor the progress of the trial and report back to the States with recommendations before the end of the trial to enable the Assembly to decide at that stage whether to allow such devices to be used on a permanent basis or whether their use should be prohibited.

THE STATES, adopting a proposition of the Chief Minister, agreed, in accordance with Article 18(1) of the Employment of States of Jersey Employees (Jersey) Law 2005, which was concerned with the appointment of Commissioners to the Jersey Appointments Commission, to appoint Mr. Brian Curtis , M.B.E. as Chairman for an initial period terminating on 23rd February 2014.
