Medium Term Financial Plan 2013 – 2015 P.69/2012
THE STATES resumed consideration of the proposition of the Council of Ministers entitled Medium Term Financial Plan 2013 – 2015' (P.69/2012) and rejected an amendment of Deputy John Alexander Nicholas Le Fondré of St. Lawrence (Amendment 8) that in paragraph (c)(iii) the words ", with £8,500,000 of the 2013 allocation, £4,743,000 of the 2014 allocation and £1,757,000 of the 2015 allocation, dependent upon the approval by the States of the redemption of the States' 9% Preference Shares in the JT Group Ltd. as set out in paragraph (f)" should be deleted and that for paragraph (f) there should be substituted the following paragraph –
"(f) to request the Corporate Services scrutiny panel to undertake a review of the proposal
to dispose by way of redemption of the States 9% Preference Shares in the JT Group Ltd. for a redemption value of £20 million.".

THE STATES, adopting Part 3 of an amendment of the Corporate Services Scrutiny Panel (Amendment 9), agreed that after paragraph (f) there should be inserted a new paragraph (g) as follows –
"(g) to request the Minister for Treasury and Resources to develop a defined performance-
monitoring and reporting framework which produces a high level of transparency on the tracking of actual performance against the Medium Term Financial Plan and to report to the Assembly on the development of such a framework by July 2013.".

THE STATES, adopting an amendment of Senator Lyndon John Farnham (Amendment 6), agreed that after paragraph (f) there should be inserted a new paragraph (g) as follows –

Plan to increase the Public Employees Contributory Retirement Scheme (PECRS) Pre-1987 debt repayments by £1 million in 2013, £2 million in 2014 and £3 million in 2015 in order reduce the long-term costs to the States of the repayment, the Minister for Treasury and Resources be requested to present to the States no later than 31st July 2013 further options for the early repayment of the PECRS Pre-1987 debt and the Jersey Teachers Superannuation Fund (JTSF) Pre-2007 debt to provide significant additional long-term cost reductions."

THE STATES, adopting the proposition of the Council of Ministers entitled Medium Term Financial Plan 2013 – 2015' (P.69/2012), as amended, received the draft Medium Term Financial Plan 2013 – 2015 and, in accordance with the provisions of Article 8 of the Public Finances (Jersey) Law 2005 –
- approved the intended total amount of States' income for each of the financial years 2013 to 2015 as set out in Summary Table A;
- approved the total amount of States' net expenditure for each of the financial years 2013 to 2015 as set out in Summary Table A, except that for the financial years 2014 and 2015 the net revenue expenditure of the States funded bodies listed in the table below should be decreased by the amounts shown.

- approved the following amounts (not exceeding in the aggregate the total amount set out in paragraph (b) above) –
- the appropriation of an amount to a revenue head of expenditure for each States- funded body (other than the States trading operations) being the body's total revenue expenditure less its estimated income for each of the financial years 2013 to 2015 as set out in Summary Table B with, in relation to the head of expenditure of the Health and Social Services Department, the approval of £2,000,000 in 2013, £6,000,000 in 2014 and £6,000,000 in 2015, dependent, in accordance with the provisions of Article 16(4) of the Public Finances (Jersey) Law 2005, on the approval by the States of the transfer of these sums from the Health Insurance Fund to the Health and Social Services Department;
- the amount to be allocated for Contingency expenditure for each of the years 2013 to 2015 as set out in Summary Table C;
- the total amount, as set out in Summary Table D, that, in the Budget for the financial years 2013 to 2015, may be appropriated to capital heads of expenditure, being an amount that is net of any proposed capital receipts and other funding to be used for capital projects to which the amount may be appropriated, with £8,500,000 of the 2013 allocation, £4,743,000 of the 2014 allocation and £1,757,000 of the 2015 allocation, dependent upon the approval by the States of the redemption of the States' 9% Preference Shares in the JT Group Ltd. as set out in paragraph (f);
- the amounts of £2,210,000 and £1,460,000 that, in the budgets for 2014 and 2015 respectively, may be appropriated to growth expenditure.".
- approved the following, as set out in Summary Table F, in respect of each States trading operation, for the financial years 2013 to 2015 –
- its estimated income;
- its estimated expenditure;
- its estimated minimum contribution to be made to the Consolidated Fund;
- approved, in respect of each States trading operation, the total cost of the capital projects that each is scheduled to start during the financial years 2013 to 2015 as set out in Summary Table G;
- approved, in accordance with Article 32(5)(a) of the Telecommunications (Jersey) Law 2002, the disposal by way of redemption of the States' 9% Preference Shares in the JT Group Ltd. with the redemption value of £20 million being applied, £15 million to the Capital Programme for 2013 to 2015 and the balance of £5 million for the Economic Development Department to provide funding for the proposed Innovation Fund;

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, commenced consideration of Articles 1 and 2 and an amendment of Deputy Geoffrey Peter Southern of St. Helier that in Article 1 –

THE STATES, in pursuance of Article 50 of the Social Security (Jersey) Law 1974, made Regulations entitled the Draft Social Security (Amendment of Law No. 3) (Jersey) Regulations 2012.
