THE  STATES,  referring  to  their  Act  dated  7th  July  1992  in  which  they  agreed  to  establish  a Consultative Panel of elected members of the States with whom the Bailiff would be able to meet in order to consult on a confidential basis in appropriate cases, received the following nominations for 5 vacancies thereon –

"In answer to my question of 2nd June 2015 on the suitability of Condor Liberation for cross- Channel ferry operations, the Minister announced the commissioning of an independent report to confirm the sustainability and review the performance of Condor Liberation. Three months on, what has happened to that report, and in the meantime why were contingencies not put in place to avoid the unacceptable disruption and chaos witnessed this weekend?"

Chief Officer of the States of Jersey Police Force: re-appointment P.70/2015

THE STATES commenced consideration of a proposition of the Minister for Home Affairs concerning the re-appointment of the Chief Officer of the States of Jersey Police. The Deputy Bailiff , in accordance with the provisions of Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.

THE STATES, having concluded the debate  in camera,  proceeded to vote in public assembly and agreed,  in  accordance  with  Article 9(1)  of  the  Police  Force  (Jersey)  Law  1974,  to  re-appoint Mr. Michael Bowron as the Chief Officer, States of Jersey Police, for a further period of 4 years from 4th January 2017.

Same-sex marriage, divorce and dissolution P.77/2015

THE STATES commenced consideration of a proposition of the Chief Minister concerning same-sex marriage, divorce and dissolution and, adopting paragraph (a) of the proposition, agreed –

  1. in principle, that appropriate legislation should be brought forward for approval to allow same-sex couples to get married in Jersey, with the legislation to
  1. include civil marriage and religious marriage with appropriate safeguards in place to protect the rights of religious organisations and their officials who did not wish to conduct same-sex marriages;
  2. include allowing people in civil partnerships to convert their partnership into marriage;
  3. include retention of terms such as husband and wife', mother and father' in legislation;
  4. not include a spousal veto in respect of gender recognition;

Ratification of the Agreement between the Government of Jersey and the Republic of Rwanda for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income P.90/2015

THE STATES, adopting a proposition of the Minister for External Relations, agreed to ratify the Agreement between Jersey and the Republic of Rwanda for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income, as set out in Appendix 1 to the report of the Minister for External Relations dated 7th July 2015.

Draft Taxation (Double Taxation) (Amendment No. 3) (Jersey) Regulations 201- P.91/2015

THE STATES commenced consideration of the Draft Taxation (Double Taxation) (Amendment No. 3) (Jersey) Regulations 201- and adopted the principles.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 and 2.

THE STATES, in pursuance of Article 2(1) of the Taxation (Implementation) (Jersey) Law 2004, made Regulations entitled the Taxation (Double Taxation) (Amendment No. 3) (Jersey) Regulations 2015.

Draft Licensing (Licence Fees) (Jersey) Regulations 201- P.94/2015

THE STATES commenced consideration of a proposition of the Minister for Economic Development concerning the Draft Licensing (Licence Fees) (Jersey) Regulations 201-.

THE STATES adjourned, having agreed to reconvene on Wednesday 23rd September 2015 to continue consideration of the proposition of the Minister for Economic Development entitled Draft Licensing (Licence Fees) (Jersey) Regulations 201-' (P.94/2015) and the outstanding items of public business.
