The Bailiff referred to the presence of the Vice-Dean, Rev. Canon Geoffrey John Houghton, as Dean Substitute in the Assembly and, having noted that the Dean would be returning after his sabbatical for the next meeting, thanked the Vice-Dean on behalf of the States for his services to the Assembly.

THE  STATES  resumed  consideration  of  the  Draft  Strategic  Plan  2015 – 2018  (P.27/2015)  and consideration  of  paragraph (2)  of  an  amendment  of   Deputy  Russell   Labey  of   St. Helier (P.27/2015 Amd.(10)).

To create a walkable Havre des Pas neighbourhood that is harmonious to the needs of its residents, enhances its heritage, and reinvigorates its visitor appeal.

The commissioning of a masterplan for transport and public realm improvements with suggestions for wider regeneration of the neighbourhood and in consultation with the community.

The allocation to the Transport and Technical Services Department, at the next MTFP, of adequate funding to carry out and complete the masterplan survey within 12 months.

Following  the  rejection  of  paragraph (2)  of  the  amendment of Deputy Russell Labey of St. Helier (P.27/2015 Amd.(10)), the Bailiff informed the Assembly that paragraph (3) of the amendment was deemed to have been withdrawn.

THE STATES, adopting paragraphs (3)(b), (3)(c) and (3)(d) of an amendment of the Corporate Services Scrutiny Panel (P.27/2015 Amd.(11)), agreed that, after the words "in the attached Appendix", there should be inserted the words –

"except that –

(3)  (b)  on page 15, in the first paragraph, after the words "costs than elsewhere" there should be inserted the words "; a pressing need to place Jersey on the path of fiscal balance"; after the words "coping financially." there should be inserted the words "It is therefore critical  that  we  have  sound  and  sustainable  public  finances.";  and  in  the  second paragraph, before the words "four priorities" there should be inserted the word "other";

  1. on page 16 for the words "The Council's four priorities" there should be substituted the words "The Council's five priorities";
  2. pages 18 and 19 ("Service Delivery and Funding") should be deleted;".

THE STATES, adopting an amendment of the Connétable of Grouville (P.27/2015 Amd.(3)), agreed that, after the words "in the attached Appendix" there should be inserted the words –

", except that in the chart numbered 5.1 on page 18 of the draft Plan, in the column headed Key Areas of Focus 2015–2018' after the words Deliver e-government' there should be inserted the words to a level and timescale that will be set out in the Corporate Delivery Plan'.".

THE  STATES  rejected  an  amendment  of   Deputy  Geoffrey  Peter   Southern  of   St. Helier (P.27/2015 Amd.(4)) that, after the words "in the attached Appendix" there should be inserted the words –

", except that in the chart on page 18 of the draft Plan after row 5.1 there shall be inserted an additional row as follows –

Changes in Presidency

The Bailiff retired from the Chamber during consideration of the amendment of Deputy Geoffrey Peter Southern of St. Helier (P.27/2015 Amd.(4)) and the meeting continued under the presidency of Mr. Michael Nelson de la Haye, O.B.E., Greffier of the States. The States re-assembled after the lunch adjournment under the Presidency of the Bailiff .

Draft Strategic Plan 2015 – 2018 P.27/2015

THE STATES commenced consideration of paragraph (a) of an amendment of Deputy Samuel Yves Mézec of St. Helier (P.27/2015 Amd.(5)) and, adopting an amendment of the Council of Ministers (P.27/2015 Amd.(5)Amd.), agreed that, for the words "should be fair", there should be substituted the words "should be low, broad, simple and fair".

THE STATES, adopting paragraph (a) of the amendment of Deputy Samuel Yves Mézec of St. Helier (P.27/2015 Amd.(5)) as amended, agreed that, after the words "in the attached Appendix" there should be inserted the words –

", except that in the chart on page 19 of the draft Plan, in the column headed Taxation' –

  1. in the second bullet point, for the words "should be low, broad and simple" there should be substituted the words "should be low, broad, simple and fair";".
