Minutes. A1. The Minutes of the meetings held on 5th July 2016 (Parts A and B) and 19th
July 2016 (Part B only), having previously been circulated, were taken as read and were confirmed.
Web-streaming A2. The Committee, with reference to its Minute No. B2 of 5th July 2016, of meetings of received an oral update from the Deputy Greffier, in connexion with the the States. web-streaming of meetings of the States.

The Deputy Greffier informed the Committee that the cameras had been installed in the States Chamber and that training for staff members, who would operate the system, was due to take place on 1st and 2nd September 2016. The States meeting on 13th September 2016 would be filmed as a practice session, with a view to the meeting on 26th September 2016 being the first to be broadcast live, subject to the practice session having been successful and no issues having arisen.
The Committee noted that the cameras would focus on the States member who was speaking, as opposed to providing a panoramic shot of the Chamber. However, Committee members were notified that there would be times when a section of the Chamber would be shown, during rapid exchanges when it would be impractical to move the focus between members, or when the camera operator was unsure as to who was speaking and needed to pan out, in order to ascertain the same, before being able to focus on the individual States member. It was agreed that States members should be reminded that the camera operators would, where possible, focus on the individual who was speaking.

It was further agreed that a news release should be distributed in advance of the web-streaming going live', in order to direct people to the relevant website where the meetings could be viewed online.
The Committee noted the position accordingly.
Installation of A3. The Committee, with reference to its Minute No. B8 of the 7th June 2016, digital clocks received a verbal update from the Deputy Greffier in respect of the installation of in the digital clocks in the States Chamber.

465/4(14) The Committee was notified that the television screens to display the clocks had
been purchased and that the supplier was finalising the operating software. Careful consideration would need to be given as to whether the use of the clocks should be introduced at the same time as the web-streaming of the meetings, or whether there should be a phased introduction. The Committee would be kept informed of progress.
Senatorial by- A4. The Committee received an oral update from the Deputy Greffier in election and connexion with the arrangements for the by-election for Senator, that was due to be vote.je held on 7th September 2016, as a result of the resignation of former Senator Z. website. Cameron.

The Deputy Greffier notified the Committee that things were progressing according to plan. The film of the first hustings, which had been held on 15th August 2016 in St. Saviour 's Parish Hall , had already been uploaded to the vote.je website and the recordings of subsequent hustings would follow as they took place. It was noted that when responding to questions from the audience, some of the candidates had stood up, which had made it difficult to hear them.
Every candidate had taken the opportunity to record a short video message of up to 2 minutes in length, and these had also been uploaded to the vote.je website. The booklet containing the candidates' manifestos had been sent to print and would be delivered by Jersey Post to 47,000 households in advance of the opening of the pre-poll voting on 25th August 2016. 5,000 leaflets aimed at younger voters had been printed and would be distributed to the secondary schools in advance of the A level and GCSE result days.
Posters targeting Polish and Portuguese speakers had been printed. It was noted that it had cost £200 per language to have these translated. Mindful of the cost, the decision had been taken not to formally translate the whole of the vote.je website, but there was an option to view the website in either Portuguese or Polish, using Google Translate. Committee members suggested that the relevant consuls should be contacted in order to see if they could provide some assistance in this regard.
