Newly-elected Senator Sarah Craig Ferguson – welcome
The Bailiff , on behalf of all Members, welcomed newly-elected Senator Sarah Craig Ferguson to the Assembly.
Webcasting of the States Assembly
The Bailiff informed the Assembly that, in accordance with the Assembly's adoption of States Assembly: filming proceedings and the installation of clocks' (P.39/2015), officers of the States Greffe would be filming the meeting in order that a webcast of the proceedings could be produced. The Bailiff invited any Member with a question regarding the filming and webcasting to contact the States Greffe.
Acting Greffier of the States
The Bailiff informed the Assembly that, in accordance with Article 41(15) of the States of Jersey Law 2005, he had appointed the Acting Assistant Greffier of the States, Mr. William Millow , to discharge the functions of the Greffier of the States and the Deputy Greffier of the States in the event of their absence or incapacity, and had that day administered the appropriate oath to Mr. Millow in accordance with the provisions of Article 41(17) of the Law.

THE STATES commenced consideration of a proposition of the Minister for Economic Development, Tourism, Sport and Culture regarding the appointment of the Chairman of the Jersey Gambling Commission.
THE STATES noted that, in accordance with Schedule 1, paragraph 2(3) of the Gambling Commission (Jersey) Law 2010, the discussion of this matter had to take place in camera. The Bailiff , in accordance with Standing Order 82, ordered all strangers to withdraw from the precincts of the States and the doors of the Chamber to be closed.
THE STATES, having concluded the debate in camera, proceeded to vote in public assembly and, adopting a proposition of the Minister for Economic Development, Tourism, Sport and Culture, agreed, in accordance with Article 2(2) and Schedule 1, paragraph 2(1) of the Gambling Commission (Jersey) Law 2010, to appoint Advocate Cyril Edward Whelan as Chairman of the Jersey Gambling Commission, with effect from 1st October 2016 until the expiration of his current term as a Commissioner on 1st November 2019.
