Elected A1. The Committee, with reference to its Minute No. A2 of 3rd October 2017, Speaker and recalled that it had decided to lodge an amendment to the Proposition of the Chief Deputy Minister, entitled Elected Speaker and Deputy Speaker of the States Assembly: Speaker of the selection and appointment' (P.84/2017), which was due to be considered by the States States Assembly on 14th November 2017.
Assembly:
selection and P.84/2017 tasked the Committee, with the support of the Chief Minister's Office, appointment with bringing forward all necessary actions, including legislative amendments, to (P.84/2017): implement changes in time for the Assembly to select and appoint a Speaker and amendment. Deputy Speaker at its first meeting following the 2018 General Election. The 465/1(213) Committee was mindful that such legislative amendments would require the
approval of both the States Assembly and the Privy Council and did not feel that the timeframes were achievable.
The Committee received and considered a draft amendment to P.84/2017, prepared by the Greffier of the States, which proposed that the necessary changes should be in place for the Assembly to select and appoint a Speaker and Deputy Speaker at its first meeting in 2019. Deputy S.M. Brée of St. Clement queried the merits of introducing a new Speaker and Deputy Speaker when the new' Assembly had already been in place since May 2018 and had become accustomed to having the Bailiff , or Deputy Bailiff , as the Presiding Officer. However, it was noted that this hiatus would give States Members, particularly the new incumbents, the opportunity to get to know colleagues and to decide if any of them would perform well as Speaker, or Deputy Speaker.
The Committee approved the draft amendment and the Chairman requested officers to arrange for the Chief Minister to be notified thereof.
