States of  A1.  The Committee, with reference to its Minute No. A2 of 19th April 2016, Jersey  received and considered the States of Jersey Complaints Panel's Annual Report for Complaints  2016.

Panel Report

2016.  The Committee noted that 8 new formal complaints had been received by the States 1386/6/1(2)  of Jersey Complaints Panel (the Panel') during 2016 and 4 complaints had been

carried forward into 2016. In addition, the Deputy Greffier of the States had received 23 telephone enquiries, which were either complaints which were not taken forward, or informal enquiries in respect of the complaints process. The Committee further noted that the complaints received during 2016 had related to decisions made by a wide range of Ministers, whereas, in previous years, they had largely centred on planning matters.

There had been 2 hearings convened during 2016. The first was a complaint by Unite the Union in respect of the contract change when LibertyBus took over the bus service and this complaint had not been upheld. The second was a complaint against the States Employment Board in relation to a decision to terminate a contract of employment. This complaint was upheld.

The Committee approved the Panel's annual report for 2016 and agreed that it should be presented to the States in the Report series at the earliest opportunity.
