THE STATES commenced consideration of a proposition of Deputy Montfort Tadier of St. Brelade entitled Concessionary busfares for the disabled: costs to be met by the States' (P.9/2017) and rejected the proposition to request that the Minister for Infrastructure should not implement a £15 administration charge for disabled bus passes and that any costs of issuing the card should instead be met from within his departmental budget.

THE STATES commenced consideration of a proposition of Senator Lyndon John Farnham entitled Electoral Reform' (P.10/2017) and rejected paragraph (a) of an amendment of Deputy Jeremy Martin Maçon of St. Saviour (P.10/2017 Amd.) that, after the words "YES/NO Referendum," for the words "to be held before the end of 2017" there should be substituted the words "to be held on the same day as the General Election in May 2018".

THE STATES rejected paragraph (b) of the amendment of Deputy Jeremy Martin Maçon of St. Saviour (P.10/2017 Amd.) that, after paragraph (a), there should be inserted the following new paragraphs, with the remaining paragraph re-designated accordingly –

"(b) that the referendum should be subject to a minimum participation threshold of 40% of those on

the electoral register at the time of the referendum;

(c)  that, subject to compliance with the aforementioned measures, should the proposal be supported by the Public, it should come into effect in 2022;".

THE STATES, having resumed consideration of the proposition of Senator Lyndon John Farnham , rejected the proposal –

  1. to agree that legislation to change the composition and election of the States Assembly arising from Proposition P.133/2016 as amended, agreed in principle on 2nd February 2017, should only come into force if it won the support of the majority of Islanders who voted in a YES/NO referendum, to be held before the end of 2017;
  2. to request the Privileges and Procedures Committee to bring forward an Act for a referendum and to consult independent experts to ensure that the wording of the question put to the electorate was fair and unbiased.
