THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, commenced consideration of Article 1.

THE  STATES  commenced  consideration of  paragraph (1)  of  an  amendment  of  the  Chief Minister (P.87/2016 Amd.(2)) that, in Article 1, in the definition "code", in paragraph (b) the words "and code of practice" should be deleted.

THE STATES commenced consideration of a proposition of Deputy Montfort Tadier of St. Brelade that, in accordance with Standing Order 83(1)(a), the Draft Commissioner for Standards (Jersey) Law 201- (P.87/2016), as well as the amendment of the Chief Minister (P.87/2016 Amd.(2)), should be referred back to the Privileges and Procedures Committee, in order that further information relating to the Draft Law and the amendment could be provided to the Assembly.

THE STATES, following discussion, acceded to a request by Deputy Montfort Tadier of St. Brelade , in accordance with Standing Order 69(4), that his proposition under Standing Order 83(1)(a) be withdrawn.

THE STATES, resuming consideration of the amendment of the Chief Minister, rejected paragraph (1) of the amendment that, in Article 1, in the definition "code", in paragraph (b) the words "and code of practice" should be deleted.

THE STATES commenced consideration of a proposition of Deputy Andrew David Lewis of St. Helier entitled Composition and Election of the States Assembly' (P.133/2016).

THE STATES, adopting a proposition of Senator Philip Francis Cyril Ozouf , agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of an amendment to his amendment (P.133/2016 Amd.Amd.) in order that it might be debated at the present meeting.

THE STATES commenced consideration of an amendment of Senator Philip Francis Cyril Ozouf (P.133/2016 Amd.) that, for paragraph (a), there should be substituted the following paragraph: "(a) to agree that it should establish an Assembly of 38 Members comprising 6 Senators elected Island-wide , 12 Parish Connétable s elected from within the current Parish boundaries and 20 Deputies elected from 6 Parish-based districts, each choosing 3 Deputies, with the exception of St. Helier Districts 1 and 2, which would each choose 4 Deputies in addition to their Parish Connétable ;"; in the table, for the word "Senators" there should be substituted the word "Deputies" and in the second column, for the numbers "6" and "5" there should be substituted the numbers "4" and "3" respectively; and in paragraph (c) for the numbers "44" and "19" there should be substituted the numbers "38" and "18" respectively.

THE STATES, adopting an amendment to that amendment (P.133/2016 Amd.Amd.), agreed that in the substituted paragraph (a), for the words "38 Members", "20 Deputies", "3 Deputies" and "4 Deputies", there should be substituted the words "44 Members", "26 Deputies", "4 Deputies" and "5 Deputies" respectively; for the words " 4' and 3' " there should be substituted the words " 5' and 4' "; and that paragraph 3 should be deleted.

THE STATES resumed consideration of an amendment of Senator Philip Francis Cyril Ozouf (P.133/2016 Amd.), as amended, and rejected the proposition that –

  1. for paragraph (a), there should be substituted the following paragraph –

"(a) to agree that it should establish an Assembly of 44 Members comprising 6 Senators

elected Island-wide , 12 Parish Connétable s elected from within the current Parish boundaries and 26 Deputies elected from 6 Parish-based districts, each choosing 4 Deputies, with the exception of St. Helier Districts 1 and 2, which would each choose 5 Deputies in addition to their Parish Connétable ;".

  1. in the table in paragraph (b), for the word "Senators" there should be substituted the word "Deputies" and in the second column, for the numbers "6" and "5" should be substituted the numbers "5" and "4" respectively.
