THE STATES noted that, in accordance with Standing Order 34(1), the proposer of the following proposition lodged "au Greffe" had informed the Greffier of the States that it had been withdrawn –

Public Accounts Committee: appointment of elected members

In accordance with the provisions of Standing Order 123(1), the Connétable of St. John , Chairman of the Public Accounts Committee, nominated Deputy Judith Ann Martin of St. Helier and Deputy Montfort Tadier of St. Brelade as members of the Public Accounts Committee.

There being no other nominations, the Bailiff declared that the Deputy Judith Ann Martin of St. Helier and Deputy Montfort Tadier of St. Brelade had been duly appointed as elected members of the Public Accounts Committee.

THE STATES resumed consideration of the proposition of Deputy Russell Labey of St. Helier entitled States Assembly: selection and appointment of Ministers, Committees and Panels – return to secret ballots'  (P.73/2017)  and  rejected  an  amendment  of   Deputy  Samuel  Yves   Mézec  of   St. Helier (P.73/2017 Amd.)  that on page 2, paragraph (b), for the  words "Minister(s) subject to review by a corresponding Scrutiny Panel should be excluded from voting for the Chair of that particular Panel" there should be substituted the words "all Ministers should be excluded from voting for all Scrutiny Panel Chairs".

Chief Minister: election by Island-wide vote of registered electors P.78/2017

THE STATES rejected a proposition of Deputy Russell Labey of St. Helier entitled Chief Minister: election by Island-wide vote of registered electors' (P.78/2017) that –

  1. in principle, the Chief Minister should no longer be elected solely by members of the States but by an Island-wide vote of registered electors;
  1. where candidates for Chief Minister secured 18 or more votes from States Members at the States Sitting held within 7 days of the election, those candidates should be put forward for a public vote held no later than 21 days after the general election;
  2. to charge the Privileges and Procedures Committee to bring forward for approval the necessary legislative amendments to give effect to the above proposals for implementation before the elections in May 2018.

Arrangement of public business for future meetings

THE STATES acceded to the request of the Deputy of Grouville , in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of the proposition entitled Jersey Electricity plc.: referral of stand-by charges to the Channel Islands Competition and Regulatory Authorities' (P.88/2017) to enable debate on 10th October 2017.

THE STATES acceded to the request of the Minister for Social Security that the propositions entitled Draft Health and Safety at Work (Freight Containers Safety Convention) (Amendment) (Jersey) Regulations 201-' (P.80/2017) and Draft Social Security (Christmas Bonus) (Amendment) (Jersey) Regulations 201-' (P.82/2017) be considered as the first items of public business at the meeting on 31st October 2017.
