Proposed Common Strategic Policy 2018–22 (P.110/2018)
THE STATES commenced consideration of a proposition of the Council of Ministers entitled Proposed Common Strategic Policy 2018–22' (P.110/2018) and, commencing consideration of an amendment of the Corporate Services Scrutiny Panel (P.110/2018 Amd.(4)), adopted an amendment of the Council of Ministers (P.110/2018 Amd.(4)Amd.) that, for the words "sixth Strategic Priority" there should be substituted the words "seventh common theme" and that, from the words "Nurturing a Diverse and Inclusive Society" through to the end of the final bullet-point, there should be substituted the following words –
"We will nurture a diverse and inclusive society
We are a diverse community made up of different nationalities, ages and genders. Sometimes these differences act as barriers to participating in society. As a Government we will work to remove barriers and promote inclusion and equal opportunity for all. This includes supporting inclusive communities, encouraging greater diversity in boardrooms and in the Assembly, and ensuring people with disabilities and older people are able to better participate in society. This common theme will be considered in the delivery of each of our strategic priorities, but particularly –
- Putting children first
- Reducing income inequality and improving the standard of living
- Improving Islanders' well-being and mental and physical health
- Create a sustainable, vibrant economy and skilled local workforce for the future.".

THE STATES, resuming consideration of the proposition of the Council of Ministers, as amended, approved, in accordance with Article 18(2)(e) of the States of Jersey Law 2005, the statement of the Common Strategic Policy of the Council of Ministers as set out in the Appendix to the Proposition, except that –
- a seventh common theme should be added as follows – "We will nurture a diverse and inclusive society
We are a diverse community made up of different nationalities, ages and genders. Sometimes these differences act as barriers to participating in society. As a Government we will work to remove barriers and promote inclusion and equal opportunity for all. This includes supporting inclusive communities, encouraging greater diversity in boardrooms and in the Assembly, and ensuring people with disabilities and older people are able to better participate in society. This common theme will be considered in the delivery of each of our strategic priorities, but particularly –
- Putting children first
- Reducing income inequality and improving the standard of living
- Improving Islanders' well-being and mental and physical health
- Create a sustainable, vibrant economy and skilled local workforce for the future.";
- on page 9 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic priorities"), in the section headed "What we will achieve", at the end of the list of bullet-points, there should be inserted a new bullet-point worded as follows: "Be able to attend schools that are well-resourced, including good levels of financial headroom so that schools can positively support the achievement of the best outcomes for all children";
- on page 10 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "Where we need to focus our efforts", after the words "clinical priorities" there should be inserted the words "and new methods of delivering health care, primarily through the development of eHealth systems and structures";
- on page 11 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "What we will achieve", after the second bullet-point, there should be inserted a new bullet-point worded as follows: "Have delivered the majority of recommendations in the Digital Health and Care Strategy.";
- on page 12 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "Why this is a shared priority", after the words "invest in this sector", there should be inserted the words "understanding the threats and opportunities that the growing digital revolution offers in areas such as Artificial Intelligence, and ensuring we have the highest possible resilience to protect our industries from Cyber threats";
- on page 12 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "Why this is a shared priority", after the words "quality of life" there should be inserted the words "A key way we can achieve this is in proactive and positive investment in our digital capabilities and skills.";
- on page 13 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "Where we need to focus our efforts", after the words "economy. We will" there should be inserted the words "deliver and";
- on page 14 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "What we will achieve", after the words "skills of our workforce" there should be inserted the words "with an enhanced focus on digital";

- on page 18 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("5 Strategic Priorities"), in the paragraph headed "What we will achieve", after the last bullet-point there should be inserted a new bullet-point, worded as follows: "Creation of a Jersey Smart Island Strategy to enhance our built environment.";
- on page 21 of the Appendix to the Proposed Common Strategic Policy 2018–22 ("6 Common Themes"), after the section entitled "We will prepare for more Islanders living longer", there should be inserted a new section worded as follows –
