All members were present, with the exception of Connétable A.S. Crowcroft of St. Helier and Deputy J.M. Maçon of St. Saviour , from whom apologies had been received.

Note:  The Minutes of this meeting comprise Part A and Part B.

Minutes.  A1.  The Minutes of the meeting held on 7th October 2019 (Part A and Part B),

having previously been circulated, were taken as read and were confirmed.

Forthcoming  A2.  The Committee received a list of forthcoming business for debate by the States business for  Assembly at its meetings on 26th November and 10th December 2019 and decided that debate by the  it did not wish to lodge an amendment to, or present a comment on, any of the States  Propositions that were due to be debated on those dates.

Assembly.

The Committee recalled that its Proposition, entitled States Assembly: time limits on speeches in debates' (P.101/2019) was due to be debated on 12th November 2019 and that Deputy M. Tadier of St. Brelade had lodged 8 Amendments thereto, all of which had been submitted to the States Greffe after the expiry of the minimum lodging period and would, accordingly, require the acquiescence of the States Assembly to reduce the lodging period if they were to be considered on 12th November.

Deputy C.S. Alves of St. Helier indicated that Deputy Tadier would wish for the debate on P.101/2019 to be delayed. The Chairman stated that the projet had been lodged since September, so he was not inclined to agree to a delay at this juncture, but that he would speak with Deputy Tadier .

Meeting dates  A3.  The Committee agreed the scheduled meeting dates for 2020 as follows – for 2020.

The Committee noted that the school holidays had been avoided and that, with the exception of the 14th September, the dates coincided with weeks when the States Assembly would meet.

The Committee noted that, unless otherwise notified, the meetings would take place in the Blampied Room, States Building and would commence at 2.30 p.m.
