Minutes.  A1.  The Minutes of the meetings held on 2nd April 2019 (Part A and Part B) and

5th April 2019 (Part A only), having previously been circulated, were taken as read and were confirmed.

Welcome.  A2.  The Chairman welcomed Deputy J.H. Perchard of St. Saviour to her first

meeting of the Committee after the States had approved her nomination. This followed the appointment of Deputy S.M. Wickenden of St. Helier as an Assistant Chief Minister, thereby requiring him to step down from the Committee.

Forthcoming  A3.  The Committee received a list of forthcoming business for debate by the States business for  Assembly on 18th June, 2nd July and 16th July 2019.

States  It noted that the Proposition of the Chief Minister Establishment of an elected Speaker' Assembly.  (P.47/2019) was set down for debate on 2nd July 2019 and the Committee recalled that 465/1(210)  it had previously seen an earlier draft of this Proposition, which it had not been able to

support.

Moreover, it was noted that whilst paragraph (i) of the Proposition stated that, the additional resources required to support a Speaker should be provided for within the current structure of the States Greffe', this was not accurate.

Accordingly, the Committee decided that it wished to present a comment on P.47/2019 to highlight the foregoing and requested the Greffier to take the necessary action.

Vice  A4.  The Committee, with reference to its Minute No. A3 of 28th June 2018, recalled Chairman:  that Deputy S.M. Wickenden of St. Helier had previously been appointed as the Vice

appointment. Chairman of the Committee. As noted at item A2 of the current meeting, Deputy 465/1(4) Wickenden had stood down from the Committee, upon his appointment as an Assistant

Chief Minister and, as a consequence, a vacancy for the position of Vice Chairman had arisen.

Deputy J.M. Maçon of St. Saviour nominated Deputy C.S. Alves of St. Helier to be the Vice Chairman and this was warmly endorsed by the Committee. Deputy Alves accepted the position.

States meeting A5. The Committee, with reference to its Minute No. A2 of 17th July 2018, received dates for 2020. a report, prepared by the Committee Clerk, in connexion with the proposed States 1240/2(86) meeting dates for 2020. The Committee recalled that, in accordance with Standing

Order 4 of the Standing Orders of the States of Jersey, it was required to present to the States, no later than the end of September each year, a list of days for meetings of the States for the 1st and 2nd sessions in the following year.

The Committee was mindful that traditionally the dates proposed would, in so far as possible, avoid meetings during any school holiday periods and noted that the proposed dates for 2020, as set out in the report, avoided the school holidays.

The Committee noted that it had been proposed that the States should meet on 5th May 2020, with the 6th and 7th as continuation days. It recalled that the 4th May would be the May Day bank holiday and Connétable C.H. Taylor of St. John indicated that it had been mooted that Friday 8th May 2020 might also be a bank holiday, to commemorate the 75th anniversary of VE Day. As a consequence, Deputy C.S. Alves of St. Helier proposed that the meeting dates for May should be reworked.

The Committee approved the meeting dates for 2020, but subsequent to the meeting, the Committee Clerk was requested to amend the meeting dates for May 2020 and to recirculate the same.
