Establishment A1. The Committee, with reference to its Minute No. A3 of 17th June 2019, recalled of an elected that it had expressed the wish to present comments on the Proposition of the Chief Speaker Minister, entitled Establishment of an elected Speaker' (P.47/2019) and received draft (P.47/2019) – comments, which had been prepared by the Greffier of the States.

The Committee was mindful that it had previously seen an earlier draft of that Proposition, which it had been unable to support and had declined to formally present the same to the Assembly. Its view had been that the compromise scheme, which had been drawn up by the working party, of which the Chairman had been a member, would not be palatable to Members on either side of the debate.
The Committee was also of the opinion that the financial and manpower statement, which accompanied P.47/2019, was not accurate as it indicated that there would be no additional financial or manpower implications arising therefrom and that the additional resources to support a Speaker could be provided from within the structure of the States Greffe. It was felt that the Speaker might wish to host functions for visiting parliamentarians, or to travel to other jurisdictions and might require staff resource to support him or her, thereby requiring additional funding and manpower. Connétable C.H. Taylor of St. John indicated his dissent from this viewpoint.
The Committee approved the comments for presentation to the States and requested the Deputy Greffier to take the necessary action.
