Minutes.  A1.  The Minutes of the meetings held on 5th September 2019 (Part A only), 9th

September 2019 (Part A and Part B) and 24th September 2019 (Part A only), having previously been circulated, were taken as read and were confirmed.

Forthcoming  A2.  The Committee received a list of forthcoming business for debate by the States business for  Assembly on 22nd October and 12th November 2019 and decided that it did not wish debate by the  to lodge an amendment to, or present a comment on, any of the Propositions that were States  listed for debate on those dates.

Assembly.

However, it was suggested that it might wish to comment on the Proposition of Deputy M. Tadier of St. Brelade , entitled Public Holidays: Designation of 28th September from 2021 onwards' (P.102/2019), which was due to be debated in December 2019 and requested  the  States  to  decide  inter  alia  whether  the  28th  September  should  be designated as an additional Public and Bank Holiday from 2021 and that there should be an open day of the Royal Court and States Assembly building every year on that anniversary. The Chairman indicated that the visitor experience to the Royal Court and

States Building, which had been organised on 28th September 2019, to commemorate 250 years since the Corn Riots' of 1769, had been very well received and expressed gratitude to officers from the States Greffe and the Bailiff 's Chief Officer for their assistance and hard work in this regard.

All 4 visits had been full and in excess of 200 people had visited the States Chamber and viewed a video, which had been especially commissioned for the event. It was felt to be extremely positive that various foreign tourists had been in attendance, in addition to many residents, of a wide range of ages. The Chairman indicated that, with the exception of the banners, which had been prepared to promote the occasion, all the advertising had been done via social media, thereby keeping expenditure low. He emphasised that hard work was required in order to make such events a success and to get members of the public to fully engage. He did not think that the Committee and the States Greffe staff should be expected to take responsibility for organising wider celebrations in the future, but should continue to arrange open days'. The Committee was informed that officers from the States Greffe were happy to facilitate tours of the States Chamber for members of the public and recent examples when open days' had been held were cited. It was also noted that it was planned to arrange an event in 2021 to celebrate the 250th Anniversary of the introduction of the Code of 1771.

The Committee indicated that it wished to present a comment on P.102/2019, which reflected its discussions and highlighted that there would be cost implications, should the States agree to adopt the Projet. It requested the Assistant Greffier (Chamber) to take the necessary action.
