Complaints A1. The Committee, with reference to Minute No. A1 of 27th March 2017 of the Panel: Committee, as previously constituted, received and considered a report signifying the members. intention of the Committee to re-appoint Mr. Graeme George Marett as a member of
the States of Jersey Complaints Panel, for a period of 3 years with effect from September 2019.
The Committee recalled that the Panel was established under the Administrative Decisions (Review) (Jersey) Law 1982 (the Law') and enabled any person who was aggrieved by a decision made by the Minister or department to apply to the Greffier of the States to have the matter reviewed by a Complaints Board. Article 5(2) of the Law required the States to appoint the members of the Complaints Panel.
In accordance with Article 2 of the States of Jersey (Appointment Procedures) (Jersey) Law 2018, the Committee further recalled that it was required to provide at least 2 weeks' notice to the States before approving the re-appointment.
The Committee noted that two members of the Panel, namely, Mr. Robert (Bob) Frederick Bonney and Mr. Patrick David McGrath, would both be standing down at the end of their term of office in September 2019. The Committee recorded its thanks for the retiring members' service. As referenced in the report, no replacements were being sought at this time, due to the adoption of P.32/2018 Public Services Ombudsman: establishment of office' on 22nd March 2018 and the findings of the subsequent consultation process, which were expected to provide certainty on the future of the Panel.
Accordingly, the Committee approved the draft report and requested that the Deputy Greffier arrange for it to be presented to the States.
