Government Plan 2020–2023 P.71/2019

THE STATES, resuming consideration of a proposition of the Council of Ministers entitled Government Plan 2020–2023' (P.71/2019), as amended, resumed consideration of an amendment of Deputy Geoffrey Peter Southern of St. Helier (P.71/2019 Amd.) and rejected the amendment that, in paragraph (a), after the words "to the Report," there should be inserted the words "except that in Summary Table 8(ii) the total amount for Benefits and other expenditure' should be increased by the sum of £0.9 million and the estimated closing balance be decreased by £0.9 million to meet the cost of providing G.P. consultations at a reduced charge for certain groups".

THE STATES resumed consideration of the proposition of the Council of Ministers, as amended, and, commencing  consideration  of  an  amendment  of  the  Corporate  Services  Scrutiny  Panel (P.71/2019 Amd.(16)),  rejected  an  amendment  of  Senator  Samuel  Yves   Mézec (P.71/2019 Amd.(16)Amd.) that, for "£11,500,000" there should be substituted "£6,500,000", and that after "0.5%" there should be added the words "and abolishing the cap".

THE STATES resumed consideration of the amendment of the Corporate Services Scrutiny Panel and, adopting the amendment, agreed that, in paragraph (h), after the words "to the Report" there should be inserted the words ", except that, in Summary Table 8(iii), the income in the line entitled "Proposed changes to Long-Term Care Charge" shall be reduced by £11,500,000 by reducing the proposed increase in contributions to the Long-Term Care Charge to 0.5%, with other affected lines in Summary Table 8(ii) to be updated accordingly".

THE STATES, resuming consideration of the proposition of the Council of Ministers, as amended, commenced consideration of an amendment of Deputy Carina Soares Alves of St. Helier (P.71/2019 Amd.(9)) and, adopting an amendment of Deputy Carina Soares Alves of St. Helier (P.71/2019 Amd.(9)Amd.(3)), agreed that –

in new paragraph 1, there should be inserted a new paragraph 1 into the ninth amendment as follows, and the remaining paragraphs renumbered accordingly –

"1 PAGE 2, PARAGRAPH (c) –

After the words "of the Report" insert the words ", except that, in Summary Table 3(i) the Head of Expenditure for Customer and Local Services should be increased by £1,450,000, and the Head of Expenditure for Treasury and Exchequer should be decreased by £1,450,000, to reflect a 100% disregard for income from Parental Allowance for households in receipt of an Income Support and a reduction in the Grant to the Social Security fund;"."; and

in paragraph 2 (renumbered as paragraph 3 of the ninth amendment) –

  1. In the inserted sub-paragraph (1), for the word "Maternity" there should be substituted the words "the proposed Parental"; and for the word "January" there should be substituted the word "July";
  2. In the inserted sub-paragraph (2), after the words "amount payable" there should be inserted the words "to each parent from July 2020"; for the word "Maternity" there should be substituted the word "Parental"; and for the sum "£3,000,000" there should be substituted the sum "£1,500,000"; and
  3. In the inserted sub-paragraph (3), after the words "Support award" there should be inserted the words "from July 2020"; and for the sum "£2.9 million" there should be substituted the sum "£1.45 million".

THE STATES resumed consideration of the amendment of Deputy Carina Soares Alves of St. Helier (P.71/2019 Amd.(9)), as amended, and, commencing consideration of an amendment of Deputy Geoffrey Peter Southern of St. Helier (P.71/2019 Amd.(9)Amd.(2)), rejected an amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.71/2019 Amd.(9)Amd.(2)Amd.) that, for paragraph 2 of the second amendment to the ninth amendment, there should be substituted the following paragraph –

"2 PAGE 2, PARAGRAPH 1 –

For the words "be increased from the proposed 2.5% to 6.5%" substitute the words "remain at the proposed 2.5%".".

THE STATES, resuming consideration of the amendment of Deputy Carina Soares Alves of St. Helier (P.71/2019 Amd.(9)), as amended, rejected an amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.71/2019 Amd.(9)Amd.) that –

in paragraph 1, the words "and the percentage rate levied on Class 1 employers and Class 2 contributors on earnings between the Standard Earnings Limit and the Upper Earnings Limit shall be increased from the proposed 2.5% to 4%," should be deleted; and for the figure "£8,700,000" there should be substituted the figure "£1,600,000"; and

in paragraph 2, in the inserted paragraph (1), for the words "from 18 to 26 weeks" there should be substituted the words "to 42 weeks in total for both parents (nominally, 21 weeks each)"; for the figure "£3,000,000" there should be substituted the figure "£1,600,000"; and the paragraph number "(1)" and the inserted paragraphs (2) and (3) should be deleted.

THE STATES rejected parts 3(1) and 3(2) of the amendment of Deputy Carina Soares Alves of St. Helier (P.71/2019 Amd.(9)), as amended, that, at the end of paragraph (h), there should be inserted the words –

"to request the Minister for Social Security to –

  1. bring forward proposals to the States to extend the period covered by the proposed Parental Allowance under the Social Security (Jersey) Law 1974 from 18 to 26 weeks, with effect from July 2020, at an estimated cost of £3,000,000 in 2020;
  2. raise the maximum amount payable to each parent from July 2020 as Parental Allowance under the Social Security (Jersey) Law 1974 from £222 to £280 weekly, at an estimated cost of £1,500,000 in 2020."
