Complaints  A1. The Committee, with reference to its Minute No. A3 of 9th December 2019, Panel:  received and considered a report signifying its intention to re-appoint Mr. G. Crill membership.  as Chair of the States of Jersey Complaints Panel for a further period of 4 years. 1386/6/1(5)

The  Committee  recalled  the  Panel  was  established  under  the  Administrative Decisions (Review) (Jersey) Law 1982 (the Law') and enabled any person who was aggrieved by a decision made by a Minister or department, or any person acting on behalf of any such Minister or department, to apply to the Greffier of the States to have the matter reviewed by a Complaints Board.

The Committee noted that the term of office of the Chair, Mr. G Crill had expired and that he had agreed to serve a further term of 4 years. Accordingly, the draft report and proposition requested the States to re-appoint Mr. G. Crill.

The Deputy Greffier indicated that the lack of diversity on the Panel had previously been questioned by members of the Committee and suggested that, in addition to the extension of the Chair's appointment on the Panel, additional voluntary members be recruited in order to establish a more diverse range within the Panel membership. The Deputy Greffier advised the Committee that recruitment of additional Panel members had not been recently undertaken due to uncertainty about the Panel's future, however, in order to address diversity and succession planning issues in the short term it would be prudent for the Committee to review this need.

The Committee endorsed the reappointment of Mr G. Crill as Chair of the Complaints Panel for a maximum 4 year term and authorised the Deputy Greffier to take the necessary action to communicate this decision to the Assembly in the form of a Report. The Committee also agreed that positions for additional Panel members should be advertised, noting that the advertisement should emphasise that there was a desire to ensure that the Panel was representative of the Island's residents.
