States The Committee noted a Proposition lodged by Deputy S.M. Wickenden of St. Helier Assembly. (P.142/2020) Draft Amendment (No.49) of the Standing Orders of The States of
Jersey' was scheduled for debate on 1st December 2020 and agreed to consider this matter separately later in the meeting.
The Committee noted a Proposition lodged by Senator L. J. Farnham (P.144/2020) Draft Amendment (No. 50) of the Standing Orders of the States of Jersey' was scheduled for debate on 17th November 2020. The Committee noted that the proposition sought to increase the majority of the Assembly to 32 members on matters that would: alter the membership of the States; change the term of office of any elected members; and / or alter, or extinguish, the constituencies of any class of elected member. The Committee agreed that the proposition was a political decision and decided that it did not wish to formally lodge an Amendment to, or present a Comment on, P.144/2020.

The Committee noted that Deputy J.M. Maçon of St. Saviour and the Connétable of St. Clement had both submitted amendments to its Proposition (P.139/2020) Composition and Election of the States: Proposed Changes'. The Chair advised the Committee that he had spoken with both Deputy Maçon and the Connétable of St. Clement prior to the submission of their Amendments and confirmed that the numbers in each of the respective propositions were sound and within the Venice Commission's allowable variance of 15 per cent maximum. The Chair opined that it was good for the Assembly to have 3 different choices on this matter. The Committee agreed to publish a Comment to confirm that the figures used in each of the Amendments to P.139/2020 were robust.
