The Deputy Bailiff advised the Assembly that His Royal Highness The Duke of Gloucester and Her Royal Highness The Duchess of Gloucester would visit the Island on 9th May 2020 as part of the celebrations to mark the 75th anniversary of the Liberation.

Timers in the States Chamber

The Deputy Bailiff advised the Assembly that timers had been placed in the States Chamber on a trial basis, subsequent to the Assembly's adoption of Standing Orders: Time Limits on Speeches During Debates' (P.101/2019), in order that the duration of Members' speeches during debates could be shown.

Electoral Reform 2020 P.126/2019

THE STATES commenced consideration of a proposition of the Privileges and Procedures Committee entitled Electoral Reform 2020' (P.126/2019) and, adopting paragraph (a) of the proposition, agreed that fair representation and equality in voting weight and power across the whole population should be the basis for any reform of the composition and election of the States.

THE STATES, resuming consideration of the proposition of the Privileges and Procedures Committee, rejected paragraph (b) that it should establish an Assembly of 46 Members, elected from 9 districts, each choosing a number of representatives based on population and to replace the current Schedule 1 to the States of Jersey Law 2005 as follows –

The Deputy Bailiff informed the Assembly that, following the rejection of paragraph (b), paragraphs (c), (e) and (f) of the proposition of the Privileges and Procedures Committee had been taken to have been withdrawn.

THE STATES, resuming consideration of the proposition of the Privileges and Procedures Committee, rejected paragraph (d) to agree that the office of Constable should entitle the holder to membership of the States of Jersey in a non-voting capacity, but with the ability to participate in debate and non-executive committee work.
