Diversity Working Group P.118/2019
THE STATES commenced consideration of a proposition of Deputy Jeremy Martin Maçon of St. Saviour entitled Diversity Working Group' (P.118/2019) and, adopting an amendment of Deputy Jeremy Martin Maçon of St. Saviour (P.118/2019 Amd.), agreed that –
before the words "to request" there should be inserted the term "(a)" and for the words "to set up a working group of States Members (both Executive and Non-Executive) to consider the" there should be substituted the words "to provide the necessary officer assistance to the Diversity Forum to consider the development and options for";
at the end there should be inserted the following new paragraph –
"(b) to request the Council of Ministers to –
- examine the merits of creating associate board member positions on the boards of States' arm's-length bodies;
- examine the merits of creating work shadowing opportunities at a senior level in States' arm's-length bodies; and
- take the necessary steps within the next 6 months to give effect to proposals for such associate board member and work shadowing opportunities;";
at the end there should be inserted the following new paragraph –
"(c) to request the Council of Ministers to mandate the creation of a central website, within one
year of the adoption of this proposition, which contains relevant information for individuals seeking to serve on States-appointed boards, tribunals, panels and related bodies;"; and
at the end there should be inserted the following new paragraphs –
"(d) to request the Privileges and Procedures Committee to make available a programme of
unconscious bias training for States Members within the next 6 months;
(e) to request the Chief Minister to examine within the next 6 months whether it should be mandatory for all Ministers and Assistant Ministers to undertake unconscious bias training.".
THE STATES, adopting the proposition of Deputy Jeremy Martin Maçon of St. Saviour , as amended, requested –
- the Council of Ministers to provide the necessary officer assistance to the Diversity Forum to consider the development and options for implementation of policies which proactively encouraged greater diversity (in respect of, for example, sexual orientation; race/nationality; class; disability; age and gender) in applicants wishing to sit on various States-owned or funded Boards and arm's-length bodies;
- the Council of Ministers to –
- examine the merits of creating associate board member positions on the boards of States' arm's-length bodies;
- examine the merits of creating work shadowing opportunities at a senior level in States' arm's-length bodies; and
- take the necessary steps within the next 6 months to give effect to proposals for such associate board member and work shadowing opportunities;

THE STATES, commencing consideration of a proposition of the Minister for Infrastructure entitled Sustainable Transport Policy' (P.128/2019), commenced consideration of an amendment of the Connétable of St. Helier (P.128/2019 Amd.), and, adopting an amendment of the Minister for Infrastructure (P.128/2019 Amd.Amd.), agreed that, in Part 5 of the amendment of the Connétable of St. Helier –
in the inserted paragraph (a), for the words "The Government of Jersey will" there should be substituted the words "We will";
after the inserted paragraph (a), there should be inserted the following new paragraph (b) and the subsequent paragraphs should be re-designated accordingly –
"(b) insert a new principle as follows: "1. Recognise that fewer motor vehicle journeys will be
good for Jersey" ";";
in the inserted paragraph (b), there should be substituted the number "1." with the number "2." and, in the inserted paragraph (c), there should be substituted the number "2." with the number "3.";
in the inserted paragraph (d), for the words "safe routes" there should be substituted the words "safer routes";
in the inserted paragraph (e), for the words "principle 4" there should be substituted the words "principle 5", and for the words "for debate during the autumn session, 2020" there should be substituted the words "for debate during the spring session, 2021";

THE STATES, adopting the amendment of the Connétable of St. Helier , as amended, agreed that –
the words "to receive the Sustainable Transport Policy for Jersey, as contained in Appendices 1 and 2 to the Report, and, specifically," should be deleted;
after the words "to approve" there should be inserted the words "the Sustainable Transport Vision, as set out in Chapter 6 of Appendix 1 to the Report, A Framework for a Sustainable Transport System 2020-2030', and";
the words "for Jersey" should be deleted;
for the words " A Framework for a Sustainable Transport System 2020-2030' " there should be substituted the words "and the decision-making principles, as set out in the table on page 26 of Appendix 1 to the Report";
at the end, there should be inserted the words –
", with the following changes to those principles –
- replace the words "We agree that fewer vehicle journeys will be good for Jersey. To make this possible we will." with the words, "We will.";
- insert a new principle as follows: "1. Recognise that fewer motor vehicle journeys will be good for Jersey" ";
- insert a new principle as follows: "2. Conform with the Jersey mobility hierarchy.";
- insert a new principle as follows: "3. Improve transport options, including parking, for people with mobility impairments.";
- replace principle 3 with the following principle: "Make walking and cycling more attractive, especially for traveling to school and commuting, by providing safer routes";
- renumber principle 2 as principle 5, and at the end of the principle add the words "and present a Bus Service Development Plan to the States for debate during the spring session, 2021";
- renumber principle 1 as principle 6, and replace the word "accordingly" with the word "fairly"; and at the end of the principle add the words "and present a Parking Plan to the States for debate during the spring session, 2021";
- renumber principles 4 and 5 as principles 7 and 8;
- renumber principle 6 as principle 9 and replace the word "cars" with "vehicles", delete the words, "electric and other", and after the word "low", add "or zero"; and

THE STATES resumed consideration of the proposition of the Minister for Infrastructure and rejected an amendment of Deputy Robert James Ward of St. Helier (P.118/2019 Amd.(2)) that, at the end, there should be inserted the following words –
", with the addition of approval of a bus pass scheme for all people eligible to pay fares aged under 21, for which a charge of £20 per annum should be levied, to commence from 1st April 2020 and to be reviewed by the Minister for Infrastructure with a view to assessing overall cost, take-up and customer satisfaction, the outcome of the review to be published by the end of the third quarter of 2021"

THE STATES noted that, as there was an equality of votes, the matter had been determined in the negative in accordance with Article 16(2) of the States of Jersey Law 2005.
