Standing Order 55A – meeting held remotely

THE STATES assembled remotely, in accordance with Standing Order 55A, as the Bailiff considered that it was not possible to convene or maintain a quorate meeting in view of a substantial risk to the health of both States Members and the public.

Written Questions

The Bailiff , in accordance with Standing Order 12(4)(b), ruled that the answer tabled on 12th May 2020 by the Chief Minister to the question asked by Senator Kristina Louise Moore (WQ.155/2020) contravened Standing Order 12(2A), and directed the Chief Minister to submit an answer that did not contravene the Standing Order.

The Bailiff , in accordance with Standing Order 12(4)(b), ruled that the answer tabled on 12th May 2020 by the Minister for Infrastructure to the question asked by Deputy Robert James Ward of St. Helier (WQ.158/2020) contravened Standing Order 12(2A), and directed the Minister to submit an answer that did not contravene the Standing Order.

The Bailiff , following the referral by Deputy Robert James Ward of St. Helier of the answer to his written question to the Chief Minister (WQ.161/2020), ruled, in accordance with Standing Order 12(4)(b), that the answer tabled on 12th May 2020 to the question did not contravene Standing Order 12(2A) and that an alternative answer was therefore not required.

The Bailiff , in accordance with Standing Order 12(4)(b), ruled that the answer tabled on 12th May 2020 by the Minister for Social Security to the question asked by Deputy Carina Soares Alves of St. Helier (WQ.168/2020) contravened Standing Order 12(2A), and directed the Minister to submit an answer that did not contravene the Standing Order.

The Bailiff , following the referral by the Deputy of St. Peter of the answer to his written question to the Minister for Children and Housing (WQ.172/2020), ruled, in accordance with Standing Order 12(4)(b), that the answer tabled on 12th May 2020 to the question did not contravene Standing Order 12(2A) and that an alternative answer was therefore not required.

Covid-19: questions without notice to all Ministers on the response of the Government of Jersey (P.51/2020) – rescindment of paragraph (a) P.53/2020

THE STATES, adopting a proposition of Deputy Robert James Ward of St. Helier entitled Covid-19: questions without notice to all Ministers on the response of the Government of Jersey (P.51/2020) – rescindment of paragraph (a) (P.53/2020), referred to their Act of 22nd April 2020, in which they had made new arrangements for Questions Without Notice to Ministers, and agreed to rescind paragraph (a) of that Act.

Arrangement of public business for the present meeting

THE STATES noted that, in accordance with Standing Order 34(1), Deputy Jeremy Martin Maçon of St. Saviour had informed the Greffier of the States that his amendment (P.54/2020 Amd.) to the proposition of Deputy Russell Labey of St. Helier entitled Arrangements for questions without notice to all Ministers' (P.54/2020) had been withdrawn.

THE STATES, adopting a proposition of Deputy Russell Labey of St. Helier entitled Arrangements for questions without notice to all Ministers' (P.54/2020), referred to their Act dated 22nd April 2020, in which they had agreed that, until 1st October 2020, every scheduled meeting of the States would include a period of questions without notice during which questions might be put to any Minister about the response of the Government of Jersey to the Coronavirus crisis, and agreed to remove the requirement that such questions be about the response to the Coronavirus crisis so that questions might be put to Ministers on any subject within the official responsibility of the Government of Jersey.
