THE STATES assembled remotely, in accordance with Standing Order 55A, as the Bailiff considered that it was not possible to convene or maintain a quorate meeting in view of a substantial risk to the health of both States Members and the public.

Government Plan 2021–2024 P.130/2020
THE STATES resumed consideration of the proposition of the Council of Ministers entitled Government Plan 2021–2024' (P.130/2020), as amended, and rejected an amendment of Deputy Michael Roderick Higgins of St. Helier (P.130/2020 Amd.(20)) that in paragraph (f), after the words "Appendix 2 – Summary Tables 5(i) and (ii) of the Report", there should be inserted the words –
", except that in Summary Table 5(ii) the overall head of expenditure shall be reduced by £1,000,000 through the removal of funding allocated to States of Jersey Police Firearms Range, and that the overall head of expenditure in Summary Table 5(i) shall be increased by £1,000,000 to allow for a grant to be given to the Sea Cadets Jersey to fund, either completely or substantially, the acquisition of new headquarters"

Government Plan 2021–2024 P.130/2020
THE STATES, resuming consideration of the proposition of the Council of Ministers entitled Government Plan 2021–2024' (P.130/2020), as amended, resumed consideration of an amendment of Deputy Robert James Ward of St. Helier (P.130/2020 Amd.(9)) and rejected the amendment that, in paragraph (i), after the words "Appendix 2 – Summary Table 9 to the Report", there should be inserted the words –
", with the remaining balance from the Fund to be made available for use by the Minister for Infrastructure to provide for the establishment from 1st April 2021 of a bus pass scheme for all people eligible to pay fares under the age of 21 (for which a charge of £20 per annum should be levied on the individual), with the overall cost of, take-up of, and customer satisfaction with the scheme to be subsequently reviewed by the Minister and the outcome of the review to be published by the end of the third quarter of 2021"

THE STATES, resuming consideration of the proposition of the Council of Ministers entitled Government Plan 2021–2024' (P.130/2020), as amended, rejected an amendment of Senator Kristina Louise Moore (P.130/2020 Amd.(15)) that in paragraph (i), after the words "Appendix 2 – Summary Table 9 to the Report", there should be inserted the words –
", with the remaining balance from the Fund to be made available to allow for the introduction of a scheme whereby the GST paid on the following items may be refunded, with the Minister for Treasury and Resources requested to introduce such a scheme with effect from 1st January 2021 –
- photovoltaics and solar panels,
- ground and air source heat pumps,
- electric boilers,
- electric cars, motorbikes, scooters and vans,
- electric bikes and cargo bikes,
- loft and cavity wall insulation, and
- double glazing".

THE STATES, resuming consideration of the proposition of the Council of Ministers, as amended, rejected an amendment of Deputy Robert James Ward of St. Helier (P.130/2020 Amd.(18)) that in paragraph (i), after the words "Appendix 2 – Summary Table 9 to the Report", there should be inserted the words –
", except that in Summary Table 5(i) the Revenue Head of Expenditure for Covid-19 Response shall be reduced by £573,717 and such funding allocated to the Head of Expenditure for Children, Young People, Education and Skills to allow for the extension of the school meals pilot to all fully state- funded primary schools with a view to Island-wide provision being in place by the start of term in September 2021 at the latest, or earlier if practicable."
