THE STATES assembled remotely, in accordance with Standing Order 55A, as the Bailiff considered that it was not possible to convene or maintain a quorate meeting in view of a substantial risk to the health of both States Members and the public.

Covid-19 Elimination Strategy P.61/2020

THE STATES resumed consideration of a proposition of Deputy Jessica Harriet Perchard of St. Saviour entitled Covid-19 Elimination Strategy' (P.61/2020) and, adopting an amendment of the Chief Minister (P.61/2020 Amd.(2)), agreed that –

in paragraph (a) –

after the word "implement" for the words "a new" there should be substituted the words "an updated";

after the word " Covid-19" the word "elimination" should be deleted;

after the word "strategy'," for the words "arising from which the Government of Jersey should revise its" there should be substituted the words "adapting the";

after the words " safe exit framework' to" there should be inserted the words "ensure the continued control and suppression of the virus in a safe and sustainable way that protects Islanders by causing the least overall harm";

the words "reflect this new strategy" should be deleted;

in paragraph (b) –

after the words "that the" for the word "elimination" there should be substituted "Covid-19"; after the words "plan of action that will" there should be inserted the words "seek to keep the virus at very low levels and";

after the words "be implemented" the words "with the explicit aim of eliminating the virus in Jersey" should be deleted;

after the words "measures used to" there should be inserted the words "control, suppress and ultimately";

after the words "eliminate infectious diseases" there should be inserted the words ", based on professional advice including";

in the third bullet-point, after the word "quarantine" there should be inserted the words "and/or rigorous testing";

in the fourth bullet-point, after the word "lockdown;" the word "and" should be deleted;

in the fifth bullet-point, after the word "strategy" the words "for elimination" should be deleted, and after the semi-colon there should be inserted the word "and";

in paragraph (c) –

after the words "to request the Chief Minister to publish this" for the word "elimination" there should be substituted "Covid-19"; and

after the words "and to publish updated versions of the strategy whenever" for the word "guidance" there should be substituted the word "it".

Following the adoption of the amendment of the Chief Minister, the Deputy Bailiff informed the Assembly that the amendment of the Chief Minister (P.61/2020 Amd.Amd.) to the amendment of Deputy Kirsten Francis Morel of St. Lawrence (P.61/2020 Amd.) to the proposition of Deputy Jessica Harriet Perchard was deemed to have been withdrawn.

THE STATES resumed consideration of the proposition of Deputy Jessica Harriet Perchard of St. Saviour , as amended, and, adopting an amendment of Deputy Kirsten Francis Morel of St. Lawrence , agreed that in the third bullet-point of paragraph (b), after the words "border controls with high-quality quarantine" there should be inserted the words ", or rapid P.C.R. (Polymerase Chain Reaction) testing,".

THE STATES resumed consideration of the proposition of Deputy Jessica Harriet Perchard of St. Saviour , as amended, and, adopting an amendment of Deputy Kevin Glyn Pamplin of St. Saviour , agreed that after paragraph (b), there should be inserted the following new paragraph, with the remaining paragraphs re- designated accordingly –

"(c) that the strategy must include explicit provision for how, at each stage of the strategy's

implementation, mental health services will be provided and enhanced by the Government of Jersey in order to support Islanders during the Covid-19 pandemic; and",

THE STATES, adopting the proposition of Deputy Jessica Harriet Perchard of St. Saviour , as amended –

1. requested the Chief Minister to develop and implement an updated Covid-19 strategy', adapting the delay, contain, shield' policy and the safe exit framework' to ensure the continued control and suppression of the virus in a safe and sustainable way that protected Islanders by causing the least overall harm;
2. agreed that the Covid-19 strategy' must detail a plan of action that would seek to keep the virus at very low levels and be implemented through well-recognised measures used to control, suppress and ultimately eliminate infectious diseases, based on professional advice including –

• rapid case detection identified by widespread testing, and rapid case isolation and contact tracing;

• continued intensive hygiene promotion;

• border controls with high-quality quarantine, or rapid P.C.R. (Polymerase Chain Reaction) testing, and/or rigorous testing, of those arriving in Jersey;

• intensive physical distancing that may include various severities of lockdown;

• a co-ordinated communication strategy; and

3. agreed that the strategy must include explicit provision for how, at each stage of the strategy's implementation, mental health services would be provided and enhanced by the Government of Jersey in order to support Islanders during the Covid-19 pandemic; and
4. requested the Chief Minister to publish this Covid-19 strategy' in a report to the States within 2 weeks of the date this proposition was adopted, and to publish updated versions of the strategy whenever it was altered, in order to ensure that everyone remained fully informed about the current strategy.
