THE STATES noted that, in accordance with Standing Order 34(1), Deputy Inna Gardiner of St. Helier had informed the Greffier of the States that paragraph (c) of her proposition entitled Policy Development Boards' (P.122/2019) had been withdrawn.

THE STATES commenced consideration of a proposition of Deputy Inna Gardiner of St. Helier entitled Policy Development Boards' (P.122/2019) and, adopting an amendment of Deputy Inna Gardiner of St. Helier (P.122/2019 Amd.), agreed that, in paragraph (b), the words "that there should be a process of consultation with" should be replaced with the words "once a scoping document and terms of reference for a policy development board have been approved by the Chief Minister,"; the word "on" should be replaced with the words "will be advised of"; before the word "duration" there should be inserted the word "estimated"; after the word "budget" there should be inserted the words ", if any; the Chief Minister will give consideration to any feedback received from a scrutiny or review panel"; and the words "first consulted on" should be replaced with the words "first advised of".

THE STATES, adopting paragraph (a) of the proposition of Deputy Inna Gardiner of St. Helier , as amended, requested the Chief Minister to take the steps necessary to ensure that information concerning all current and future policy development boards was published online in a transparent and timely manner, including terms of reference, consultation documents, membership, anticipated duration, the budget allocated to the board to complete its work and any interim or final reports.

THE STATES, adopting paragraph (b) of the proposition of Deputy Inna Gardiner of St. Helier , as amended, agreed that, once a scoping document and terms of reference for a policy development board had been approved by the Chief Minister, the appropriate scrutiny or review panel would be advised of the proposed terms of reference and membership of a policy development board, estimated duration and allocated budget, if any; the Chief Minister would give consideration to any feedback received from a scrutiny or review panel; and no ministerial decision to appoint a policy development board should be signed until at least one month had elapsed since the relevant panel was first advised of the proposed terms of reference and membership.

Employment (Minimum Wage) (Amendment No. 13) (Jersey) Order 2019: rescindment P.124/2019

THE STATES resumed consideration of a proposition of Deputy Robert James Ward of St. Helier entitled Employment (Minimum Wage) (Amendment No. 13) (Jersey) Order 2019: rescindment' (P.124/2019) and rejected paragraph (a) of the proposition to request the Minister for Social Security to rescind the Employment (Minimum Wage) (Amendment No. 13) (Jersey) Order 2019, scheduled to come into force on 1st April 2020, and to take such steps as were necessary to make a new Order fixing the minimum wage at £8.32 per hour from 1st April 2020 with a further rise to £8.66 from 1st October 2020.
