Members present: Senator Tracey Vallois (Chair), Senator Sam Mézec , Senator Ian Gorst

Apologies were received from Connétable John Le Bailly, Connétable Richard Buchanan and Deputy Kirsten Morel of St. Lawrence

Kellie Boydens , Principal Committee and Panel Officer

  1. Draft Report

The Sub-Committee had previously received a copy of the first draft of its report. The Sub- Committee discussed the main body and agreed that a number of areas could be expanded upon, particularly in the recommendations section. This included:

Creating a cabinet office

Changes to how legislation is debated

Training for States Members, particularly Ministers

The Sub-Committee agreed that a revised version would be circulated for further comment.

  1. Future Meetings

The Sub-Committee agreed that, once a revised version of the report had been circulated, a period of consultation with key stakeholders would follow, in particular to discuss the Sub- Committee's final recommendations. The Chair advised that she would follow this up with the Principal Committee and Panel Officer.
