Arrangement of public business for the present meeting

THE STATES, adopting a proposition of the Connétable of St. Helier agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of his amendment (P.167/2020 Amd.) to the proposition of the Council of Ministers entitled Our Hospital: Preferred Access Route' (P.167/2020) in order that it might be debated at the present meeting.

THE STATES, adopting a proposition of Deputy Louise Mary Catherine Doublet of St. Saviour agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of her amendment (P.167/2020 Amd.Amd.) to the amendment of the Connétable of St. Helier (P.167/2020 Amd.) to the proposition of the Council of Ministers entitled Our Hospital: Preferred Access Route' (P.167/2020) in order that it might be debated at the present meeting.

THE STATES, adopting a proposition of the Chair of the Future Hospital Review Panel agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of the Panel's amendment (P.167/2020 Amd.(2)) to the proposition of the Council of Ministers entitled Our Hospital: Preferred Access Route' (P.167/2020) in order that it might be debated at the present meeting.

THE STATES, commencing consideration of a proposition of the Council of Ministers entitled Our Hospital: Preferred Access Route' (P.167/2020), commenced consideration of an amendment of the Connétable of St. Helier (P.167/2020 Amd.) and, adopting an amendment of Deputy Louise Mary Catherine Doublet of St. Saviour (P.167/2020 Amd.Amd.), agreed that, in paragraph (a), after the words "Parish of St. Helier " there should be inserted the words "and Jersey Trees for Life".

THE STATES resumed consideration of the proposition of the Council of Ministers and, adopting the amendment of the Connétable of St. Helier , as amended, agreed that, after the words "at Overdale" there should be inserted the words "and to request the Council of Ministers –

  1. to minimise any reduction in the green space and tree planting in People's Park and Westmount Road and their environs, and any other Parish land impacted by highway improvements in relation to the new hospital project, replacing any green areas that are lost and any lost trees in consultation with the Parish of St. Helier and Jersey Trees for Life;
  2. to re-locate and replace any existing community facilities that are impacted by the development of the new hospital access roads, in agreement with the Parish of St. Helier ; and
  3. to replace any parking facilities that are lost due to the development of the new hospital access roads at a location to be agreed with the Parish of St. Helier ".

THE STATES, resuming consideration of the proposition of the Council of Ministers, as amended, rejected an amendment of the Future Hospital Review Panel (P.167/2020 Amd.(2)) that, after the words "at Overdale" there should be inserted the words ", with a report to be presented to the States by the Assembly's meeting on 2nd  March 2021 setting out the matters  detailed  below, and a subsequent proposition to be lodged seeking the Assembly's approval of the preliminary outline design of the preferred option prior to any engineering works being undertaken –

  1. a Preliminary Design of the preferred option, to include a horizontal layout drawing of the highway with proposed widths at a scale of 1:500 with junctions to include Pierson Road and St. Aubin's Road, land ownership constraints and the existing highway layout as background, and a second drawing to show vertical cross-sectional information (such as views along the highway) at key points to indicate the extent of the new roadworks and proposed highway in comparison with the existing Westmount Road in terms of height and width and land ownership;
  1. all accesses for all means of transport, including all vehicle accesses and all walking and cycling accesses and access routes;
  2. all third-party land required for the implementation of the preferred option;
  3. the impact on houses, schools and other existing structures as a result of creating the new route;
  4. the impact on the surrounding ecology and environment;
  5. the scope of engineering works and any anticipated disruption;
  6. timescales for the work to be undertaken;

(viii)the anticipated cost and budget for the work; and

(ix) the visual impact at key locations on the proposed route (via computer generated imagery)."

THE STATES, adopting the proposition of the Council of Ministers, as amended, approved Westmount Road, as a two-way roadway with areas for active modes of travel, such as walking and cycling, as the preferred primary access option for a new hospital at Overdale and requested the Council of Ministers –

  1. to minimise any reduction in the green space and tree planting in People's Park and Westmount Road and their environs, and any other Parish land impacted by highway improvements in relation to the new hospital project, replacing any green areas that were lost and any lost trees in consultation with the Parish of St. Helier and Jersey Trees for Life ;

THE STATES noted that, in accordance with the provisions of Standing Order 106(1)(c), Deputy John Hilary Young of St. Brelade declared an interest that was not financial and withdrew from the Chamber for the duration of the debate on the proposition of the Council of Ministers.

Changes in Presidency

The Bailiff retired from the Chamber during consideration of the proposition of the Council of Ministers entitled Our Hospital: Preferred Access Route' (P.167/2020) and the meeting continued under the Presidency of Dr. Mark Egan, Greffier of the States. The Bailiff returned to the Chamber during consideration of the same proposition and the meeting continued under his Presidency.
