The Bailiff informed members of the message of condolence which he had sent to Her Majesty following the death of H.R.H. THE STATES, adopting a proposition of Deputy Geoffrey Peter Southern of St. Helier, agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of his amendment (P.11/2021 Amd.) to his own proposition entitled Minimum Wage Increase' (P.11/2021) in order that it might be debated at the present meeting.

THE STATES, adopting a proposition of the Minister for Health and Social Services, agreed, in accordance with Standing Order 26(7), to reduce the minimum lodging period in respect of the Draft Covid-19 (Amendments – Extension and Suspension) (Jersey) Regulations 202- (P.25/2021) and the Draft Covid-19 (Enabling Provisions) (Amendment No. 2) (Jersey) Law 202- (P.27/2021) in order that they might be debated at the present meeting.

Minimum Wage Increase P.11/2021

THE STATES commenced consideration of a proposition of Deputy Geoffrey Peter Southern of St. Helier entitled Minimum Wage Increase' (P.11/2021) and, adopting an amendment of Deputy Geoffrey Peter Southern of St. Helier (P.11/2021 Amd.), agreed that, for paragraph (a), there should be substituted the following paragraph –

"(a) to request the Minister for Social Security to bring forward the necessary legislative

amendments to allow for the minimum wage to be prescribed for 2021 and 2022 without a referral to the Employment Forum and to request the Minister to ensure that any prescription of the minimum wage takes into account the view of the Assembly that –

  1. the minimum wage should be set with regard to the median wage;
  1. from October 2021, the minimum wage should be set at the level of the low-threshold, that is 60%of the median wage; and
  2. by October 2022, the level of the minimum wage should be lifted to the hourly rate of £10.".
