Allocation of the Former States of Jersey Police Headquarters site to Rouge Bouillon School P.43/2021

THE STATES commenced consideration of a proposition of Deputy Inna Gardiner of St. Helier entitled Allocation of the Former States of Jersey Police Headquarters site to Rouge Bouillon School' (P.43/2021) and, commencing consideration of an amendment of the Minister for Children and Education (P.43/2021 Amd.), adopted an amendment of Deputy Inna Gardiner of St. Helier (P.43/2021 Amd.Amd.) that –

in Part 1, after the word "alternative site" for the words "can be" there should be substituted the word "is"; and

in Part 2 –

  1. the word "government" should be replaced with the word "States";
  2. after the words " St. Helier " there should be inserted the words "and St. Saviour "; and
  3. for all the words after the word "until", there should be substituted the words "the strategic review of the education estate of St. Helier and St. Saviour is completed, and sites are allocated and approved for modern standard primary schools according to the educational needs of these Parishes".

"(b) that no site in States ownership that is suitable for a modern standard primary school in

St. Helier and St. Saviour should be allocated for another purpose until the strategic review of the education estate of St. Helier and St. Saviour is completed, and sites are allocated and approved for modern standard primary schools according to the educational needs of these Parishes."

THE STATES resumed consideration of the proposition of Deputy Inna Gardiner of St. Helier, as amended, and, adopting the proposition, as amended –

  1. agreed that the former States of Jersey Police headquarters site should be allocated for the expansion of Rouge Bouillon primary school and for the provision of community spaces, unless an alternative site was identified and allocated for the provision of a modern standard primary school in St. Helier and requested the Council of Ministers to take the necessary steps, including the incorporation of this project funding within the Government Plan 2022-2025; and
  2. agreed that no site in States ownership that was suitable for a modern standard primary school in St. Helier and St. Saviour should be allocated for another purpose until the strategic review of the education estate of St. Helier and St. Saviour was completed, and sites were allocated and approved for modern standard primary schools according to the educational needs of these Parishes.

Arrangement of public business for the present meeting

THE STATES noted that the Minister for Treasury and Resources had informed the Greffier of the States, in accordance with Standing Order 30(2), that consideration of the Draft Taxation (Income Tax, Goods and Services Tax and Revenue Administration) (Amendment) (Jersey) Law 202- would be deferred from the present meeting to 14th September 2021.

Channel Islands Lottery: Allocation of Proceeds from 2020 P.53/2021

THE STATES commenced consideration of a proposition of the Minister for Economic Development, Tourism, Sport and Culture entitled Channel Islands Lottery: Allocation of Proceeds from 2020' (P.53/2021) and, adopting an amendment of the Economic and International Affairs Scrutiny Panel (P.53/2021 Amd.), agreed that the existing paragraph should be designated as paragraph (a) and that, after this paragraph, there should be inserted the following new paragraphs –

"(b) to agree that, subject to (c) below, the funds allocated to the Association of Jersey Charities be

distributed solely to registered charities and that the allocation to the Jersey Community Foundation should be distributed on the following basis:

40% of the allocation to arts, culture and heritage;

40% of the allocation to sports and active lifestyle; and

20% of the allocation to applied science or applied research in the fields of engineering, biology, ecology, physics, chemistry or mathematics provided that the funds are either to be used locally or for the direct benefit of Jersey, including any education from which local residents may benefit;

  1. to note and approve the proposal that, out of the allocation of the funds referred to in paragraph (b) above, each of the Association of Jersey Charities and the Jersey Community Foundation shall be entitled to cover its reasonable costs for undertaking its work involved in distribution of such funds with Service Level Agreements (SLAs) to be entered into by those organisations providing that such costs amount to no more than 10% of the total sums received and that any underspend at the end of 2021 be added to the amounts available for distribution;
  1. to request the Minister for Economic Development, Tourism, Sport and Culture to present the S.L.A.s referred to in paragraph (c) to the States and to make copies available via the Government website".

THE STATES resumed consideration of the proposition of the Minister for Economic Development, Tourism, Sport and Culture, as amended, and, adopting the proposition, as amended –

  1. agreed, in accordance with the provisions of Regulation 4(5) of the Gambling (Channel Islands Lottery) (Jersey) Regulations 1975, to allocate £1,523,936 to the Jersey Community Foundation and the Association of Jersey Charities, divided equally between them, for onward distribution in support of the Island community;
  2. agreed that, subject to paragraph (c) below, the funds allocated to the Association of Jersey Charities would be distributed solely to registered charities and that the allocation to the Jersey Community Foundation should be distributed on the following basis:
