Appointment  A1. The Sub-Committee agreed to appoint Deputy Alves as Chair and Deputy Scott as of Chair and  Vice-Chair.

Vice-Chair.

Terms of  A2. The Sub-Committee noted its Terms of Reference and, subject to one change, Reference.  approved the document accordingly.

Diversity  A3. The Sub-Committee received and considered the previous Diversity Forum Legacy Forum Legacy  Report (R.64/2022). The Sub-Committee noted that there had been a number of matters Report.  which had not been brought to a conclusion during the previous term which the Legacy

Report highlighted including:

Outstanding recommendations of the gender sensitive audit.

The  securement  of  two  rooms  in  the  States  Building  to  be  names  after pioneering women politicians – Caroline Trachy and Ivey Forster.

Creating a culture in which late sittings of the Assembly were proposed earlier in the day.

Enhancing the diversity of candidates standing for election

Improving the diversity of recruitment to States-owned bodies and arm's length organisations.

The introduction of behaviour codes.

The Principal Committee and Panel Officer was tasked to provide a paper for the next agenda with an update on the Legacy Report and suggestions for next steps.

States  A4. The Sub-Committee received and considered States Assembly Gender Audit: Assembly  Diversity Forum Report' (R.96/2019) which was published by the previous Diversity Gender Audit.  Forum. The Sub-Committee noted that there were a number of recommendations

outstanding which included:

The introduction of role descriptions for Assembly roles.

Ensuring that Committees and Panels all contain at least one man and one woman.

Consideration of introducing a public sector equality duty

Provision of official sex-disaggregated data.

The Sub-Committee agreed that these matters would be explored further including recommendation 8 of the audit report which explained that the Forum would review options for the introduction of proxy voting, following the adoption of proxy voting in other jurisdictions. The Sub-Committee tasked the Principal Committee and Panel Officer to prepare a paper on proxy voting in time for the next meeting.

Commonwealt A5. The Sub-Committee received and considered a report entitled Commonwealth h  Parliamentary Association - Effective and Inclusive Parliaments' by Dr Jessica C. Parliamentary  Smith. The Sub-Committee agreed that some of the findings in the report could be Association –  relevant to the States Assembly and tasked the Principal Committee and Panel Officer Effective and  to prepare a paper in time for the next meeting.

be confirmed in due course.
