Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

States members' clothing

THE STATES, adopting a proposition of Deputy Louise Mary Catherine Doublet of St. Saviour , agreed that, notwithstanding the existing convention in respect of States members' clothing, male States members should be permitted to remove their jackets whilst in the States Chamber during the meeting in light of the extremely high temperature in the Chamber.

THE STATES, in accordance with Standing Order 117, appointed Ministers as follows. Minister for Treasury and Resources

Deputy Ian Joseph Gorst of St. Mary , St. Ouen and St. Peter was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Ian Joseph Gorst of St. Mary , St. Ouen and St. Peter had been duly elected as Minister for Treasury and Resources.

Minister for Children and Education

Deputy Inna Gardiner of St. Helier North was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Inna Gardiner of St. Helier North had been duly elected as Minister for Children and Education.

Minister for Economic Development, Tourism, Sport and Culture

Deputy Kirsten Francis Morel of St. John , St. Lawrence and Trinity was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Kirsten Francis Morel of St. John , St. Lawrence and Trinity had been duly elected as Minister for Economic Development, Tourism, Sport and Culture.

Minister for the Environment

Deputy Jonathan Renouf of St. Brelade was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Jonathan Renouf of St. Brelade had been duly elected as Minister for the Environment.

Minister for External Relation and Financial Services

Deputy Philip Francis Cyril Ozouf of St. Saviour was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Philip Francis Cyril Ozouf of St. Saviour had been duly elected as Minister for External Relation and Financial Services.

Arrangement of public business for the present meeting

The Chief Minister designate made a further announcement to amend the order in which she wished the States to vote on her intended nominations for Ministerial office, indicating that her nomination to the office of Minister for Health and Social Services would be deferred to later in the order.

Minister for Home Affairs

Deputy Helen Mary Miles of St. Brelade was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Helen Mary Miles of St. Brelade had been duly elected as Minister for Home Affairs.

Minister for Housing and Communities

Deputy David James Warr of St. Helier South was nominated by the Chief Minister designate.

In accordance with Standing Order 117(5), the candidate made a speech and was questioned. Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy David James Warr of St. Helier South had been duly elected as Minister for Housing and Communities.

Minister for Infrastructure

Deputy Thomas John Albert Binet of St. Saviour was nominated by the Chief Minister designate.

Once the period of questions had concluded, there being no other nominations, the Deputy Bailiff declared that Deputy Thomas John Albert Binet of St. Saviour had been duly elected as Minister for Infrastructure.

Minister for Health and Social Services

Deputy Karen Margaret Wilson of St. Clement was nominated by the Chief Minister designate. Deputy Andrea Howell of St. John , St. Lawrence and Trinity was nominated by Connétable Karen Shenton-Stone of St. Martin

In accordance with Standing Order 117, each candidate made a speech and was questioned prior to a recorded vote being taken.

The Deputy Bailiff advised members that, with all Ministers having been selected, the Chief Minister and Council of Ministers had been formally appointed to office in accordance with Article 19 of the States of Jersey Law 2005.
