The Committee, with reference to its Minute No. A4 of 15th January 2024, building:  considered an electronic mail message dated 19th January 2024 from the Greffier of access and  the States in connexion with access to and use of the States building by Jurors security  attending the Royal Court.

It was noted that, in accordance with the Committee's instructions, the Greffier had written to the Judicial Greffe/Viscount's Department in connexion with concerns regarding the potential for a security incident and the sensitivities associated with Members accessing the building at the same time as a Jury.

The  Greffier  had  requested  that  all  staff  accessing  the  building  through  the Members' entrance display their identification fobs at all times to assure Members that  they  held  the  correct  security  access.  The  Judicial  Greffe/Viscount's Department had agreed to this. To address concerns regarding access to the building for Jurors, the Greffier had suggested that Jurors could be met at Morier House by an officer of the Viscount's Department and accompanied to the building.

The Committee considered an alternative arrangement, which was supported by the Judicial  Greffe/Viscount's  Department  in  connexion  with  Assize  trials  which coincided with States Assembly meetings. This would involve Jurors accessing the building via the ceremonial entrance of the Royal Court. Jurors would then wait in Le  Capelain  and  Blampied  rooms  from  9.00  am   10.00  am  prior  to  their accompaniment to the Royal Court for empanelment, avoiding unnecessary mixing at the Members' entrance. This would provide an exclusive entrance for Jurors and reduce exposure and vulnerability in the context of possible media interest in the

proceedings of the States Assembly. It was noted that work was ongoing to secure accommodation in Hill Street for use by the Courts, so the proposed option was likely to be temporary.

The Committee agreed that the Judicial Greffe/Viscount's Department's proposal was acceptable as a short-term solution.
