Standing Order 55A – remote participation

THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams. The following Members attended remotely, either for all or part of the meeting –

Proposed Budget (Government Plan) 2025-2028 P.51/2024

THE STATES, resuming consideration of a proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028' (P.51/2024), as amended, rejected an amendment of the Economic and International Affairs Scrutiny Panel (P.51/2024 Amd.(20)) that –

in paragraph (g), after the words "Summary Tables 5(i) and (ii) of the Report" there should be inserted the words –

", except that, for the purpose of maintaining the Government of Jersey grants to Jersey Business and Digital Jersey at a sufficient level, in Summary Table 5(i) –

  1. the expenditure for Economic Development, Tourism, Sport & Culture' should be increased by £286,000; and
  2. the expenditure for Central Reserve' should be decreased by £286,000."

in paragraph (o), after the words "as set out in the Appendix to the accompanying Report", there should be inserted the words –

", except that, on page 47, figures in the line "Arm's Length and Regulatory Organisations" in Table 14 should be reduced by £286,000 in each year".

The Greffier of the States retired from the Chamber during consideration of the amendment of the Economic and International Affairs Scrutiny Panel to the proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028' (P.51/2024), as amended, and the meeting continued under the Presidency of the Deputy Bailiff .

THE STATES, adopting a proposition of the Chair of the Privileges and Procedures Committee, agreed that the Assembly would meet until 8.30 p.m. on Thursday 28th November 2024, adjourning at 5.30 p.m. that day for a period of 15 minutes before continuing at 5.45 p.m.

The Deputy Bailiff retired from the Chamber after consideration of the proposition of the Chair of the Privileges and Procedures Committee and the meeting continued under the Presidency of the Bailiff .

Proposed Budget (Government Plan) 2025-2028 P.51/2024

THE STATES, resuming consideration of a proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028' (P.51/2024), as amended, rejected an amendment of Deputy Sir Philip Martin Bailhache of St. Clement (P.51/2024 Amd.), that –

in paragraph (g), after the words "Appendix 2 – Summary Tables 5(i) and (ii) of the Report" there should be inserted the words –

" , except that in Summary Table 5(i) the head of expenditure for Grants to States Funds shall be increased by £10,000,000 to £129,821,000, to adjust the States grant to the Social Security Fund back to the full formula value.".

in paragraph (o), after the words "as set out in the Appendix to the accompanying Report" there should be inserted the words –

" , except that on page 85, in Table 48: Social Security Fund, the Grant to Social Security Fund row shall be increased by £10,000,000 in both 2025 and 2026, to £90,368,000 and £91,936,000, respectively, and on page 76, Table 40: Consolidated Fund shall be adjusted to reflect a decrease of £10,000,000 for both 2025 and 2026".

The Bailiff retired briefly from the Chamber during consideration of the amendment of Deputy Sir Philip Martin Bailhache of St. Clement to the proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028' (P.51/2024), as amended, and the meeting continued under the Presidency of Mrs. Lisa-Marie Hart , Greffier of the States, until the Bailiff 's return.

THE STATES adjourned, having agreed to reconvene on Thursday 28th November 2024 in order to continue consideration of a proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028' (P.51/2024), as amended and the other outstanding items of public business.
