Urgent Oral Question –

Deputy M. Tadier of St. Brelade asked the following question of the Minister for Sustainable Economic Development which the Bailiff had allowed in accordance with Standing Order 15 relating to urgent oral questions –

"Will the Minister advise whether there have been any discussions concerning Condor's decision to remove the Clipper service in the weeks preceding Christmas, whether the vessel is being used on an alternative route during this period and if these changes are linked in any way to the delays in awarding the tender for future ferry services?"

THE STATES, resuming consideration of a proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028' (P.51/2024), as amended, rejected an amendment of Deputy Karen Margaret Wilson of St. Clement (P.51/2024 Amd.(17), that –

in paragraph (g), after the words "set out in Appendix 2 – Summary Tables 5(i) and (ii) of the Report" there should be inserted the words –

", except that, in Summary Table 5 (ii) –

  1. the Head of Expenditure entitled "Le Squez" should be increased by £2,500,000; and
  2. the Head of Expenditure entitled "Infrastructure Rolling Vote and Public Realm" should be decreased by £2,500,000".

Changes of Presidency

The Bailiff retired briefly from the Chamber during consideration of the amendment of Deputy Karen Margaret Wilson of St. Clement to the proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028)' (P.51/2024), as amended, and the meeting continued under the Presidency of Mr. William John Charles Millow , Deputy Greffier of the States, until the Bailiff 's return.

Proposed Budget (Government Plan) 2025-2028 P.51/2024

THE STATES resumed consideration of the proposition of the Council of Ministers entitled Proposed Budget (Government Plan) 2025-2028)' (P.51/2024), as amended, and, adopting an amendment of the Environment, Housing and Infrastructure Scrutiny Panel (P.51/2024 Amd.(19)), agreed that –

in paragraph (g), after the words "Summary Tables 5(i) and (ii) of the Report" there should be inserted the words –

", except that, in Summary table 5(ii), after the Head of Expenditure for Major Refurbishment and upgrades, there should be inserted Heads of Expenditure entitled Fort Regent Development with an allocation of £0 to be shown against the new Head of Expenditure".

in paragraph (o), after the words "as set out in the Appendix to the Report" there should be inserted the words –

", except that on p57, after Table 25: Major Refurbishments and Upgrades – Breakdown of Grouped Head of Expenditure, there should be inserted the following words –

"Fort Regent Redevelopment

Fort Regent Redevelopment is established as a head of expenditure to transparently identify funding provided by Government in support of a programme of works, in conjunction with the Government's chosen development partner, on this major publicly-owned asset.

Establishing the redevelopment project as a head of expenditure ensures that all work carried out and monies spent on the site are subject to the proper level of Ministerial and States Assembly oversight.

The Minister for Infrastructure and Council of Ministers will work with the States of Jersey Development Company to identify the appropriate funding and source for funding of feasibility work by no later than 31st March 2025.

It is recognised that the project will be iterative and involve extensive public engagement at all stages and that this and the necessary design and works will require significant funding.

The full redevelopment project – beyond feasibility – will require a further sustainable funding model. This model will be developed by the Minister to the extent that the necessary funding will be included in the Proposed Budget 2026-2029 to be brought to the Assembly for approval."

THE STATES, resuming consideration of the proposition of the Council of Ministers, as amended, rejected an amendment of the Hospital Review Panel (P.51/2024 Amd.(6)), that –

in paragraph (g) after the words "Summary Tables 5(i) and (ii) of the Report" there should be inserted the words-

", except that, in Summary table 5(ii), after the Head of Expenditure for New Healthcare Facilities, there should be inserted Heads of Expenditure entitled Overdale Acute Facility, Kensington Place Ambulatory Facility and the St Saviours Health Village, each with an allocation of £0 to be shown against the new Head of Expenditure".

after paragraph (g) the following paragraph should be inserted and subsequent paragraph be re- designated accordingly –

"(h) to request the Minister for Treasury and Resources to take the necessary steps, in accordance

with Article 18 of the Public Finances (Jersey) Law 2019, for a transfer of appropriations from the Head of Expenditure entitled "New Healthcare Facilities" to the Heads of Expenditure entitled Overdale Acute Facility, Kensington Place Ambulatory Facility and the St Saviours Health Village, to take effect by 30th June 2025 in order that these Heads of Expenditure provide a breakdown of anticipated budget for each of the specified elements of the New Healthcare Facilities project"; and

Included within any issuance of financing to third parties and public bodies will be the requirement to obtain transparent reporting relating to the application of funding, detailing how the funding will actively contribute to sustainable well-being, aligned with Future Jersey vision and be monitored and measured further to the standards set by the Jersey Performance Framework."

THE STATES noted that, in accordance with the provisions of Standing Order 106, Deputy Alexander Frederick Curtis of St. Clement declared an interest in the subject of the amendment of the Council of Ministers, in that he was the owner of small distillery, and, as the interest was a financial interest that was personal to him, he withdrew from the Chamber for the duration of the debate on the amendment.

THE STATES, resuming consideration of the proposition of the Council of Ministers, as amended, commenced consideration of paragraphs (b) and (c) an amendment of the Deputy Hiliary Louise Jeune of St. John, St. Lawrence and Trinity (P.51/2024 Amd.(9)) (paragraph (a) of the amendment having previously been adopted), and, adopting an amendment of the Minister for Treasury and Resources (P.51/2024 Amd.(9).Amd.(2), agreed that –

in sub-paragraph (b) –

for the words "and towards promoting" there should be substituted the words "through the promotion of";

after the words "Sustainable Finance", there should be inserted the word ". This"; and

after the words "embedding sustainability into" the word "all" should be deleted; and in sub-paragraph (c) –

for the words "and the delivery of", there should be substituted the words "identified and delivered through".

THE STATES, adopting paragraphs (b) and (c) of the amendment of Deputy Hiliary Louise Jeune of St. John , St. Lawrence and Trinity , as amended, agreed that n paragraph (o), after the words "as set out in the Appendix of

the accompanying Report" there should be inserted the words –

"(b) after the words "ease of doing business here." there should be inserted the words "Ensuring that

funding is made available to support the transition to a net-zero economy through the promotion of Sustainable Finance. This will support these goals and provide a clear action plan and delivery framework, embedding sustainability into financial practices."; and

(c)  after the words "seeking to reduce operating costs." there should be inserted the words "Specifically, making funding available for drivers to a net-zero economy identified and delivered through the Sustainable Finance Action Plan which will embed sustainability into financial practices and business practices and support the decarbonisation of the finance industry.".
