NOTIFICATION OF STANDING ORDER DECISIONS - FINANCE AND ECONOMICS COMMITTEE

(delegated functions)

  1. a s recommended by the Sport, Leisure and Recreation Committee, the lease to the Les Mielles Tennis Clubof the clubhouse and playing courts at the Les Quennevais Sports Ground, St. Brelade, for a period of 25 years from 1st May 1997, at an annual rent of £3,656 subject to annual review on 1st May in line with the Jersey Retail Price s Index, with the lessor to be responsible for the upkeep and maintenance of the courts, and the lessee being responsible for the maintenance and repair of the interior and exterior of the clubhouse, and the maintenance of all sanitary fittings, on the basis that each party would be responsible for its own legal fees arising from the transaction;
  2. a s recommended by the Tourism Committee, the lease to Mrs. Linda Culkin, née Munroe, of the property known as First Tower Kiosk,St. Helier, for period of three years from 25th December 1997, at an annual rent of £4,984 subject to annual review in line with the Jersey Retail Price s Index, on the basis that each party would be responsible for its own legal fees.

LE ROCQUIER SCHOOL, ST. CLEMENT: CONSTRUCTION OF TEMPORARY BUILDING - APPROVAL OF DRAWINGS.

THE STATES are asked to decide whether they are of opinion -

  1. to approve drawings nos. 1898/A 01H, 02, 03C, 04C, 05E, 06D,07C showing the proposed construction and installation of a temporary building containing 15 classrooms, a computer resources room, toilets, storage and offices at Le Rocquier School, St. Clement;
  2. to authorise the Greffier of the States to sign the said drawings on behalf of the States.

EDUCATION COMMITTEE

NOTES :

  1. T he Planning and Environment Committee approved these drawings under Development Permit No. 9445/I dated 14th June 1999.
  2. T he Finance and Economics Committee supports this proposal.

Due to recent developments in housing the number of students in this catchment area is rising earlier and at a greater rate than had been planned for. Following delays in establishing funding for the development of Le Rocquier School, there is an urgent need to provide extensive temporary accommodation to cater for this growth over the next few years. Rather than continuing to add individual expensive standalone units around the site, on an ad-hoc basis over the next three to four years, it is proposed to install a large, two storey, fifteen classroom block of flexible accommodation to the east of the existing sports hall.

The block will provide modern and self contained accommodation in the form of 15 classrooms, a resource/computer room, associated offices, storage and toilets.

The Committee has sufficient funds for this project and therefore asks the States to approve these drawings and permit the project to proceed.

CLAREMONT FIELD, ST. SAVIOUR: CONSTRUCTION OF CHANGING FACILITIES - APPROVAL

OF DRAWINGS. THE STATES are asked to decide whether they are of opinion -

  1. to approve drawings nos. 581.03.01B & 581.02.05J showing the proposed construction of changing facilities on Claremont Field (Field 1587), St. Saviour .
  2. to authorise the Greffier of the States to sign the said drawings on behalf of the States.

EDUCATION COMMITTEE NOTES:

  1. T he Planning and Environment Committee approved these drawings under Development Permit No. 18899/A dated 2ndJuly 1998.
  2. T he Finance and Economics Committee supports this proposal.

During 1997 an all weather hockey pitch was constructed on Claremont Field, St. Saviour (field 1587) for use by Jersey College for Girls, Victoria College, their two associated Preparatory Schools and the community.

It is now proposed to construct changing facilities to support this modern facility consisting, ultimately, of four separate changing rooms with integral showers, storage, staff changing rooms, changing and w.c. facilities for the disabled and external w.c.s. for the public.

It is proposed to construct these facilities in two distinct phases, with Phase 1 containing two changing rooms, the staff and public facilities and with Phase 2, to be constructed later, containing the remaining two changing rooms.

The Committee has sufficient funds for Phase 1 of this project allocated within its current capital budget and therefore asks the States to approve these drawings and permit the project to proceed.

ST. MARK'S SCHOOL, ST. SAVIOUR: EXTENSION AND REMODELLING - APPROVAL OF

DRAWINGS THE STATES are asked to decide whether they are of opinion -

  1. to approve drawings nos. 2172-101A,102A, 103A, 104A, 105-108 showing the proposed extension to and remodelling ofSt.Mark's School;
  2. to authorise the Greffier of the States to sign the said drawings on behalf of the States.

EDUCATION COMMITTEE NOTES :

  1. T he Planning and Environment Committee approved these drawings under Development Permit No. 11147/C dated 22nd April 1999.
  2. T he Finance and Economics Committee supports this proposal.

St. Mark's School occupies a very small town perimeter site with limited external play space. The school is a single form entry, seven classroom structure and currently has 165 pupils plus places for another 22 children in its Nursery Class. Although, due to its very limited site, the school will not be permitted to grow far beyond its existing size and, although many minor improvement schemes have been carried out over the past few years, certain of the internal teaching spaces need further improvement and rationalisation.

St. Mark's School is also fast developing very strong links with both its immediate and the wider community and also with other agencies with which its children and parents often come into contact. It is therefore desirable to create spaces within the school which can be used to full effect, by others, both within and outside of the normal school day.

As well as the need to improve internal space, the St. Mark's School building is now more than 40 years old and despite much refurbishment and extension over the years, major parts of the building fabric such as the main roof and parts of the electrical services remain in need of general refurbishment or replacement.

To meet these needs, this scheme includes a new extension to be constructed over the existing school hall, to contain a new school library/resource area, a multi-purpose teaching/community room with associated toilets, kitchenette and storage. This expansion will also allow the existing school library area to be converted to provide an I.C.T. centre for the school and two adjacent classroom spaces to be rationalised.  In addition, the main school roof will be replaced to improve thermal efficiency and ventilation and electrical wiring will be brought up to date.

The Committee has sufficient funds for this project within its current capital budget and therefore asks the States to approve these drawings and permit the project to proceed.
