Explanatory Note regarding subordinate legislation tabled at this Meeting

R & O 84/2000

The purpose of this Order is to prescribe Civil Service salaries.

The Order was made on 26th September 2000 and comes into force forthwith.

R & O 85/2000

The purpose of this Order is to increase from £16.50 to £16.90 the fee for the registration of a ship in the small ships register.

The Order was made on 5th October 2000 and comes into force on 1st January 2001.

QUESTION PAPER (See Item G)

Deputy M.E. Vibert of St. Brelade will ask the following question of the President of the Policy and Resources Committee -

"On 6th June 2000 I asked the President when his Committee intended to request the Assembly to consider proposals on population and immigration control. The President replied that the Committee had recently discussed this and was aiming to submit a further report to the States by about the end of July which would pave the way for a debate after the summer break. Would the President explain -

  1. why this report has not yet been submitted?
  2. when it is hoped that it will be presented to the States?
  3. when members may expect to have this debate?"

The Deputy of St. John will ask the following question of the President of the Policy and Resources Committee:

"The Policy and Resources Committee retains a representative of a Public Relations company who attends all Committee meetings, and whose rôle is to ensure that the Committee's views are correctly reported in the media.

  1. W ould the President explain why his Committee has announced that it requires the services of an additional Public Relations agency 'with a single remit to counter the huge amount of negative publicity' when a PR company is already represented at every Committee meeting?
  2. W ould the President give members details of the remuneration package agreed with the Company represented at his Committee's meetings?"

The Deputy of St. John will ask the following questions of the President of the Industries Committee:

"1) W  ould the President advise members whether the Committee has any plans to amend or relax the

Regulation of Undertakings and Development (Jersey) Law 1973, as amended?

  1. I s the President aware of the difficulties being experienced by small businesses in finding a labour force from the limited pool of qualified people in their respective fields, and if so, would he advise members how the Committee proposes to resolve this problem?
  2. W o uld the President agree to table a proposition so that the Assembly may debate the issue of whether or not to amend the Law and the so-called five-year rule'?"

Deputy G.C.L. Baudains of St. Clement will ask the following questions of the President of Health and Social Services Committee:

"1) I n paragraph 1.8 of the Medical Officer of Health's report for 1999, it is stated that nitrate levels are

still unacceptably high in the groundwater, ..'. Would the President confirm that whilst some boreholes may indicate an elevated nitrate content, this by no means applies to all, and therefore not all groundwater is affected by high nitrate levels?

  1. I n the same paragraph it is stated widespread pollution of water by pesticides and their residues continues unabated'. Would the President define what is meant by widespread' in this context and would he advise what percentage of the samples taken in this analysis exceeded safe or recommended levels?
  2. I n t he same paragraph it is stated that two sites are suffering from mercury contamination in their water supply and that witchcraft is being investigated as a possible cause. Would the President advise -
  1. t h e n ature of this investigation and whether any progress has been made thus far?
  2. i f a n y other possible causes are being considered and if so, would he identify them?"

Deputy R.G Le Hérissier of St. Saviour will ask the following question of the President of the Employment and Social Security Committee:

"(a) Would the President identify the current budget and staffing, of all kinds, of the Training and

Employment Partnership (TEP)?

  1. W ould the President identify how the effectiveness of TEP is measured?
  2. W ould the President outline what steps are proposed by the Committee to ensure the effective attainment of TEP's objectives?"

The Deputy of Grouville will ask the following  question of the President of the Housing Committee:

"Would the President inform the Assembly of the professional fees incurred by the Committee since 25th April 1996 in relation to the purchase and development of the site known as La Motte Ford, La Rue à Don, Grouville ?"
