QUESTION PAPER (See Item G)

The Deputy of St. John will ask the following questions of the President of the Finance and Economics Committee -

"1. In  view  of  the  inflationary  effect  both  of  the  proposed

increases on fuel, tobacco and alcohol in the 2002 Budget, and of the continuing use of the Regulation of Undertakings Law and the resultant estimated 3,000 job vacancies, will the President now give consideration to amending his budget proposals in order to reduce their inflationary effect?

2. Given that the budget will be inflationary and will affect particularly the less well off, will the President undertake to review the tax contribution of the successful finance industry, to shift the burden of tax away from those less well off in the Island?"

Deputy R.G. Le Hérissier of St. Saviour will ask the following question of the President of the Education Committee -

"At the last meeting, the President answered my earlier question on the objectives and success of the Education Committee's Information Systems Strategy "Putting Jersey's Future First". Would the President advise the Assembly -

  1. how much money, as a monetary sum and as a percent of dedicated budget, has been spent to date on the Information Systems Strategy?
  2. what the quantifiable measures used in measuring the success or otherwise of this strategy are?
  3. to what measurable extent have each of the key objectives been met?"

Deputy M.E. Vibert of St. Brelade will ask the following question of the President of the Policy and Resources Committee -

"In the States on 28th September 2001 I asked a question of the President during his summing up on Machinery of Government: proposed reforms (P.122/2001) on the date an implementation plan could be expected and what consultation would be held with States' members. The President advised that work on the implementation plan had already started, the date of the end of November would be adhered to, there would be an opportunity for States members to see drafts as they developed and information would be made available on the way.

Assuming the implementation plan is to be made available by the end of this month, in the light of his reply on the 28th September, can the President outline what consultation there has been with States' Members as regards the implementation plan; in particular,

  1. what developing drafts of the implementation plan States Members have had an opportunity to see?
  1. what information has been made available to States Members "on the way"?

If the answer to the above questions is in the negative, would the President advise the Assembly why the consultation he assured States' Members would be carried out in relation to the implementation plan has not happened?"

The Deputy of St. John will ask the following question of the President of the Policy and Resources Committee -

"As the Marriott Hotel is unlikely to go ahead on the waterfront due to the lack of financial support, would the President inform the Assembly whether the contract includes a let-out clause whereby compensation will be paid to the States of Jersey if nothing is built on that site? If not, will the President explain why no such clause was put in the contract?"

Deputy R.G. Le Hérissier of St. Saviour will ask the following question of the President of the Home Affairs Committee -

"Would the President outline what plans are underway to introduce anti-terrorist and associated legislation and would he assure members that all proposed legislation will be the subject of debate with the Assembly?"

STATES MEMBERS' INCOME SUPPORT AND EXPENSE ALLOWANCE: ANNUAL INCREASES (P.160/2001) : AMENDMENT (P.160/2001Amd.) - AMENDMENT

In amendment (2) delete all the words after "triennial review" and substitute the words "by an independent States Members' Remuneration Board, established by the States on the recommendation of the House Committee, representing the interests of the public and charged with making recommendations on the appropriate rates of income support and allowable income."

If the States of Jersey approve this amendment, an independent States Members' Remuneration Board would be reconstituted by the House Committee and approved by the House very early in 2002 to investigate and make recommendations by early October on members' remuneration for the ensuing three years i.e. for the period commencing after the elections of October and November 2002. I believe that the independent Board should be constituted largely in accordance with the method of selection and with the terms of reference used for the last independent Remuneration Board (see R.C. 42/97)

This should be eminently fair to members and the public in that members of the States and prospective members could make it clear in their election manifestos where they stand on this issue. It is suggested that the debate in the House on the recommendations of the Remuneration Board should take place after the elections of 2002 and before the House is dissolved in December 2002.

It simply does not seem appropriate for members to be deciding on their own remuneration without the benefit of guidance from a body which can be seen to be fair and impartial.

Financial and manpower implications

It is not, of course, possible to assess the future financial implications as these will depend on the recommendations of the Board. There are no manpower implications arising out of this proposition.
