QUESTION PAPER (See Item G)
The Deputy of St. John will ask the following question of the President of the Public Services Committee -
"(a) Wo uld the President inform members by what
percentage of operation the St. Helier Surface Water Link and Storage Tank Contract, commonly referred to as the cavern', is restricted by not having the Peter Street link operational?
(b) a s th e cavern will not be 100 per cent operational until the West Centre/Peter Street shaft and ancillary works are complete, will the President indicate when this work will be completed?"
Senator C. Stein will ask the following question of the President of the Health and Social Services Committee -
"Would the President advise members of the reasons why the Committee has increased the daily and weekly charges for long stay patients over the age of 65 by 27 per cent and 29 per cent respectively when States' policy states that annual increases should not to be above 2.5 percent?"
The Deputy of St. John will ask the following questions of the President of the Home Affairs Committee -
"1. "Would the President confirm whether in recent
months/weeks the appointment of two senior officers to the States of Jersey Police has been made from outside the Island? Would he –
(a ) in dicate the tank of these officers?
(b ) advise members of their terms of contract?
(c ) g ive reasons for recruiting from outside of the Island?
(d ) advise whether or not officers from within the Jersey
force applied for any of these positions?"
2. Will the President –
- explain the Committee's policy on training members of the States of Jersey Police Force, so that when senior positions become vacant, promotion may be from within the existing Force?
- confirm that the vacancies for senior police posts have been caused by the resignation of senior officers on health grounds?
- if the answer to (b) is affirmative, would he advise whether the retiring officers were asked to resign?"
ISLAND PLAN (P.69/2002): SEVENTH AMENDMENTS (P.69/2002 Amd.(7)) – SECOND AMENDMENT ____________
In Amendment (1) after the words "dated 20th June 2002" insert the words -
" e x ce p t that in paragraph 11.18 of the said Section 11 being substituted the words "(excluding caravans)" shall be deleted and that at the end of Policy TR1 – Development of New Tourist Accommodation in the said Section 11 there shall be added the following words –
V is it in g c ar a vans - provision for the location of caravans brought to the Island by bona fide visitors on a
temporary basis and under strict controls will be considered provided that the sites are fully serviced with water, drainage, electricity, are of high qulaityu and screened from vision from the general public and are in accordance with the principles and policies of the Plan'"
TOURISM COMMITTEE
Report
For many years the Tourism Committee has considered that the Island could benefit from allowing the temporary importation of caravans under very strict conditions for holiday taking purposes.
The 10-year "Tourism Strategy for Jersey" acknowledges this opportunity and commits to revisiting the arguments for and against allowing touring caravans in Jersey.
Following representation from the Jersey Hospitality Association in October 2001 the Tourism Committee referred the matter to the Planning and Environment Committee confirming that it supported the proposal.
To date the issue has not been re-addressed by the Planning and Environment Committee and the Island Plan 2002 (Section 11, 11:18) still specifically excludes caravans.
The objective of the Tourism Committee in bringing the proposed amendment is to allow for the temporary importation of visiting caravans by removing the restrictive wording in 11:18 and including a new enabling paragraph.
ISLAND PLAN (P.69/2002) – TENTH AMENDMENT
At the end of paragraph (d) after the words 3rd November 1987' insert the words except that Field 126, St Clement, shall be zoned in the Countryside Zone and not in the Built Up Area as shown on the said map'

This amendment is presented to ensure that the States, in approving the Island Plan, will not pre-judge any aspect of my proposition (P98/2002) in respect of Field 126, St. Clement . It has no financial or manpower implications in itself.
ISLAND PLAN (P.69/2002) - ELEVENTH AMENDMENT
In paragraph (b) after the words "Policy H2 of the Plan" insert the words -
"w ith th e addition of the following site -
1 2 .[ 1] f ield 633, La Verte Rue, St. Peter (approximately 1 vergée or 0.9 acres)." DEPUTY OF ST. PETER

Field 633 is on the east side of La Grande Route de St. Pierre opposite St. Peter's village development "La Ville du Bocage" and "La Grande Piece". It was an old orchard that has not been cultivated for the last fifty years and has a galvanized equipment shed on it and is used for storage of equipment. It would be available immediately for the development of about twelve two-bedroom first-time buyers homes. All services are readily accessible. It is located a short distance from the bus- stop and within a short walking distance of two schools (St. George's and St. Peter's), the supermarket, Parish Hall , Community Centre and Youth Club.
The site was recommended for zoning by the consultants (W.S. Atkins) but rejected by the Planning and Environment Committee because it was across the road from the main village development. The site is well shielded from the main road and from fields to the east by mature hedging and trees. Entrance and exit would be via La Verte Rue which is a Green Lane.
Given the extreme shortage of available sites for first-time buyer homes in the heart of a village development, it would tend to demonstrate extreme negligence on our part not to approve it.
There are no financial or manpower implications arising out of this amendment.
ISLAND PLAN (P.69/2002) - TWELFTH AMENDMENT
After paragraph (b) insert the following paragraph -
"( c ) Po licy H3 of the Plan listing the sites for further consideration for Category A Housing subject to the addition
of the following site -
1 2 .[ 2] Fie ld s 1551 and 1552 Westmount Road, St. Helier measuring 7 vergées 32 perch." and renumber as necessary.

This site sits above the Westmount Works Quarry and the development known as "Park Heights".
The field, although a reasonable agricultural field, is placed in between existing residential developments. It is located within the urban area. Importantly, it is near the William Knott Day Centre and Overdale and for that reason it is an ideal location for accommodation for older persons. (Part of the field has suffered a landslip, causing difficulties in Westmount Works).
The number of retired people is set to rise from approximately 14,500 to over 27,000 (on both +0 or +200 migration scenarios) by 2031. If the Island is to make best use of the housing stock and older persons are to maintain independence, it is essential the stock of homes suitable for older persons is increased.
This site would do just that.
There are no financial or manpower implications arising out of this amendment.
(One final point perhaps which may merit consideration is an opportunity to name this development for older persons the Queen Elizabeth II Homes'. The George V Homes and Victoria Cottage Homes were both named after monarchs having served long reigns).
